Agricultural production efficiency is a visual indicator of agricultural development. The level of agricultural production efficiency reflects the actual level of agricultural development in the region. On the basis of research of predecessors, this paper studies a method for evaluating the efficiency of agricultural production. It makes an objective evaluation of the development of agriculture, through researching the level of agricultural development in the region. In order to rapidly develop agriculture and make a stronger proposal for the actual development of agriculture, further analysis of the contribution of TFP with each element to analyze factors in agricultural economic development. That is making evaluation and analysis with factors on agricultural production and economic growth. At the same time, agricultural production efficiency and the share of the contribution of various factors on economic growth in agricultural TFP are effective analyzed in recent years, combining model and the indicators data Shandong Province. So as to provide effective advice for Shandong agricultural development. The article main analysis is the two aspects.On the one hand, in order to accurately analyze the efficiency of agricultural production, A new model which is taking the impact on the environment into account in the agricultural production process is built on the basis of C2 R model. Because agricultural undesirable outputs are difficult to obtain, utilizing AHP analyzes agro-ecological indicators to obtain the undesirable outputs of the agriculture. And defining agricultural economic environment comprehensive efficiency and agriculture environmental efficiency to more effectively evaluate agricultural production. With application model of Shandong Province, agricultural production efficiency is carried out empirical analysis. Using AHP gets the amount of environmental impact in Shandong Agriculture. The new model calculates agricultural economic environment comprehensive efficiency and agricultural environmental efficiency for the 17 cities in Shandong Province from 2008 to 2012. And the efficiency is analyzed. The results show:(1) Comprehensive efficiency: agricultural economic environment comprehensive efficiency of 17 cities is significantly less than economic efficiency; agricultural comprehensive development capacity generally needs to improve and the key is effectively controlling and governing the amount of impact of agricultural production on the environment.(2) Environmental efficiency: agricultural environmental efficiency of 17 cities are about 0.9; it is that ninety thousand yuan output value of agro-forestry brings the environment about one ton environmental impact amount, when agricultural production of local city is cost-effective at the time; ninety thousand yuan output value of agro-forestry brings the environment more than one ton environmental impact amount, when agricultural production of local city isn’t cost-effective; meanwhile, the environment impact amount of the province’s agricultural production is gradually decreasing.On the other hand, Based on the evaluation and analysis of agricultural production efficiency, the influence of each element on agricultural growth in TFP is also an important object of study. The following is to analyze the factors of agricultural economy development, Researching agricultural economic growth factors contribution role is essential. Thus, The use of C-D production function has the characteristics of being estimated easily, and analyzes agricultural growth factors. In order to accurately estimate the elasticity of each agricultural production element, the effective designed model compares principal component analysis and ridge regression. Finally, using principal component analysis calculates the contribution share of agricultural economic growth of each element and technical progress from 2009 to 2012 in Shandong Province. The results show that:(1) Technical progress, the total power of agricultural machinery and effective irrigation area are the main source of agricultural economic growth, where technological progress is the key factor.(2) The amount of pesticides, fertilizers, agricultural plastic film is invested in reducing. They are not the major source of agricultural economic growth.(3) The contribution share of agricultural workers, and crop acreage is generally negative. In recent years, the amount of investment is also declining, They don’t play their advantages to agricultural economic growth in promoting agricultural economic growth more effectively. These results reveal the different roles of the various elements in the agricultural economic growth. The law of modern agriculture economic development is further emerged. Having a guiding significance for the development of Shandong agriculture is important. And based on the relevant analysis of agricultural production and economic growth, put forward policy opinions to promote the development of agriculture in Shandong.
