Research On The Evaluation Of The Innovation Ability Of Pharmaceutical Industry Cluster In Heilongjiang Province

Since the 21 st century, industrial cluster has been seen as one of the important ways of enhancing regional competitiveness by each country, and become the inevitable trend of industrial development. To research the innovation ability of industrial clusters not only can keep sustainable development cluster and obtain sustainable competitive advantage for the industrial, but also can provide a reference for the government to make policy. The article uses the theory of industrial cluster innovation, the medicine industry cluster of Heilongjiang province as the object, bases on the principle of index selection,constructs the innovation ability of Heilongjiang pharmaceutical industry cluster evaluation index and combines with the factor analysis method to evaluate innovation ability of industrial clusters.First of all, the article bases on the industrial clusters innovation ability theory.Innovation ability of industrial clusters can be divided into six aspects:R&D activities personnel, R&D activities funding situation, new product development and production status, the patent situation, industrial technology acquisition and technology transformation, enterprise research and development institutions. Then based on the principle of index selection, the six aspects are divided into 21 measure indicators, which constitute the evaluation index of innovation ability of Heilongjiang pharmaceutical industry cluster.Secondly, the article considers the factor analysis method as the best fit to evaluate the innovation ability after screening the multi-index comprehensive evaluation methods, and constitutes the evaluation model of innovation ability of Heilongjiang pharmaceutical industry cluster. Then to compare to the pharmaceutical industry of other provinces and pharmaceutical industry clusterof Heilongjiang province nearly five years' data, to find the deficiencies of innovation ability of the Heilongjiang pharmaceutical industry cluster.Finally, the article aimed at the shortcomings of the innovation ability of the Heilongjiang pharmaceutical industry cluster, put forward the suggestions from three aspects: government level, cluster level and enterprise level. I hope the suggestions for the development of pharmaceutical industry cluster in Heilongjiang province has a future reference and practical significance.
