Research On The Evaluation Of Tianjin Pharmaceutical Industry's Technological Innovation Ability Based On The Two-stage Perspective

Tianjin,as one of the most dynamic cities in the northern China,is facing the important task of industrial restructuring while building a modern service economy system.As the main part of health industry,pharmaceutical industry plays an important role in the process of building modern service system.In the three-year action plan for the development of Tianjin biomedical industry,Tianjin clearly proposed the development goal of becoming an important innovation base of biomedical industry in China.However,Tianjin's pharmaceutical industry has been lack of competitive innovation results and has a significant gap with the national pharmaceutical province.In order to make sure the pain point of pharmaceutical industry innovation in Tianjin?We need to deeply analyze the technological innovation process of it.Since technological innovation has the characteristics of "R&D innovation" and "economic benefit",the technological innovation activities can be divided into two stages:technological development and achievement transformation.In China's pharmaceutical industry,They have different development status,input and output elements and policy support mode.Therefore,this paper studies the technological innovation ability of Tianjin Pharmaceutical Industry from these two stages and puts forward countermeasures to provide basis for the corresponding regional industrial policies.The research framework of this paper is as follows:based on the theory of Technological Innovation and the theory of Innovation Value Chain,this paper introduces the different mechanisms,different levels and two-stage perspective of technological innovation.By combining the characteristics of the innovation process of the pharmaceutical industry,this paper establishes a two-stage model of technological innovation in the pharmaceutical industry.Then this paper establishes a two-stage evaluation index system of pharmaceutical industry's technological innovation capacity through index screening by researching of relative literature.After analyzing Tianjin pharmaceutical industry's innovation ability by the means of qualitative analysis,this paper uses factor analysis method to compare the two stages of technological innovation of Tianjin Pharmaceutical Industry horizontally and vertically.For the two stages respectively,we get the ranking of the main factor scores and comprehensive scores of technological innovation ability of Tianjin Pharmaceutical Industry in 19 provinces in 2016,and the technological innovation ability of Tianjin Pharmaceutical Industry from 2009 to 2018.Then find out the advantage and disadvantage factors and the main indicators.The conclusions of this paper are as follows:(1)In general,the weakness of the pharmaceutical industry in Tianjin lies in the fact as follows:the rapid rise of asset scale doesn't bring scale economic benefits;the R&D investment is strong,but the innovation achievements are slightly weak;the growth rate of new product income is lower than that of development expenditure;the innovation system is superior,but the leading enterprises lack scale.(2)From the two-stage perspective,Tianjin Pharmaceutical Industry's innovation ability in the two stages both rank in the first team in China,but the development trend is the opposite.The comprehensive score in the technological development stage decreased from 2009 to 2018,however that in the achievement transformation stage steadily increased in the same period.(3)In the technological development stage,due to the small number of pharmaceutical industry enterprises,the R&D scale is limited.The scale of pharmaceutical R&D is a Inferior factor in the technological development stage.The strength of R&D investment,personnel investment and the R&D output strength of key resources in the unit are strong.The R&D input strength and R&D output capacity are the advantageous factors.Tianjin should actively encourage pharmaceutical enterprises to set up R&D institutions,and increase support for R&D activities.(4)In the achivements transformation stage,industrial technology acquisition is a Inferior factor.The absolute advantage of patent ownership supports the scale of the transformation stage,and the capability of product transformation is among the best in China with the help of competitive advantage of new products in the market,the transformation scale support and transformation output capacity are the advantageous factors.Tianjin should increase the investment in technological transformation of pharmaceutical industry,promote the protection of intellectual property rights and encourage the combination of government,industry,education and research.
