With the rapid development of the domestic economy and industrialization and urbanization process speeding up will increase energy demand, meanwhile drive the growth of the petrochemical product demand. Petroleum and petrochemical industries' diversified development make the industry face an unprecedented great challenge. F Institute is the first oil research institutes in New China. It is one of the head office's 8 institutes. It has some characteristic and advantage, of course, it also exists some problems and shortcomings uneasily to overcome. At present, F Institute must solve the following important projects. First, how to seize the important strategy opportunity which benefits the development of institute itself under the new situation. Second, sight, exploit, occupy, even guide the market of petrochemical products. Third, innovate manage, plan a developing strategy. This paper aims to in-depth study in which F Institute of internal and external environment, the development of strategic objectives and measures for its future development, sustainable development path F Institute provide realistic.This paper uses basic principle and method of strategic management theory to study and discuss the F Institute how to make, choose and implement its future development strategy. An overview of the basic idea of strategic management theory, procedures and methods implemented.It roundly analyzes the outer and inner strategic environment, it finds F Institute currently faces opportunities as well as challenges by means of analyzing the macro-environment and whole industry environment. It also analyze the aspects that F Institute's research, manpower resource, finance, marketing in order to reveal the advantages and disadvantages of F Institute. With the SWOT matrix method, it compared analyzes and summarizes the enterprise's opportunities and challenges, advantages and disadvantages, this also provide scientific basis of F Institute's strategic development. It makes F Institute's developing strategy base on above four analyzed conclusions and it supports definite steps on new strategy implementation in order to ensure carry out the strategic aim in time.
