A Study About Development Policy Tools Of Intelligent Manufacturing Equipment Industry Cluster In Jinzhou New Area

With the speeding up pace of regional economic integration and the specialization of industrial division, the industrial clusters caused widespread concern across government decision-making departments and industry planning departments for its contribution to the competitive advantage and the improvement of the core competitiveness of regional economy. Intelligent manufacturing equipment industry as the strategic emerging industries that is stress cultivating in China, which is also the leading industry that the government in Jinzhou New Area focused on. It has become an important growth pole of the economic development in the area. How to use effective policy tools to support the local cluster development of intelligent manufacturing equipment industry according to the actual development of Jinzhou New Area is a major issue of its economic and industrial development.In this paper, we choose the industrial cluster and government public policy theory as the foundation of research, and comprehensive apply related professional knowledge in industrial economics, public administration and regional economics. And we mainly use comparative analysis and survey analysis to conduct the research.This paper first analyzed the development model of intelligent manufacturing equipment industry cluster in domestic and overseas, and then introduced the current developing situation of the district’s industrial cluster. Secondly, we analyzed support strategy policy of intelligent manufacturing equipment industry cluster development, the SWOT competitiveness of industrial cluster and the existing problems in policy support.We also introduced the policy tool selection to support the development of intelligent manufacturing equipment industry in Jinzhou New Area from fiscal, financial and talent thus three aspects. Finally, we put forward recommendations from the strategic planning, concrete implementing and the public security service thus three levels to ensure the government can implement effective public management to promote the implementation of the industrial policy tools.
