In recent years, Pishan County, comprehensively deepen reform of water rights system, efforts to promote efficient water-saving technology, to improve the efficiency of the irrigation, initially formed from water to irrigation, from engineering to management, from microcosmic to macroscopic three-dimensional, diversification, system of agricultural water-saving pattern. But in the development of water-saving agriculture at the same time, Pishan county faces poor water management in agriculture, farmer participation enthusiasm not higher restriction factors, which seriously restrict the development of water-saving agriculture. Therefore, the study of Pishan County, water-saving agriculture, to solve Pishan County water resources shortage, reduce the cost of agricultural production, the development of modern agriculture has important significance. In this context, this study to Pishan County as the research object, by questionnaire and on-the-spot investigation, case analysis and other methods, to Pishan County water-saving agricultural engineering construction were studied. The results show that under the support of national policy, Pishan county development and efficient water-saving agricultural engineering 7.18 million mu, played a good role model. However, in the process of the development of high efficiency water saving agriculture, there are problems such as low level of irrigation engineering design, technical guidance and training lack, and the maintenance of high efficiency and water saving projects are not in place. From a macro perspective, the macro factors that restrict the efficient water-saving agriculture is insufficient, water-saving agriculture construction restricts the development of water-saving agriculture, financial power agricultural water-saving investment; from the micro perspective, farmers' willingness to participate in agricultural water saving by farmers' age, education level, the proportion of agricultural income, whether the cooperation organization member, planting area, family the cultivated land fragmentation degree, government subsidies, whether there are professional and technical staff guidance, can improve economic efficiency, water saving, degree of attention to water resources whether water-saving irrigation investment risks, whether the influence factors such as water saving training, and whether the village cadres of farmers adoption will have no significant effect of water saving. The experience of the construction of water saving agriculture in foreign countries is analyzed, and the Enlightenment from the aspects of laws and regulations, technology development, investment and financing is analyzed. For the presence of Pishan County, efficient water-saving agricultural construction problems and influencing factors, draw lessons from foreign experience, it proposes the Countermeasures of Pishan County, efficient water-saving agricultural engineering construction: to increase the propaganda of efficient water-saving agriculture; strengthen technical guidance and technical training; improve water-saving irrigation project design level; strengthen water-saving engineering construction and management and protection; promote land use and agricultural transformation of the mode of economic development; the government to increase the intensity of the support of agricultural water saving; improve the degree of organization of agriculture; construction of water-saving irrigation project construction of long-term mechanism of financial support.
