Today,the enterprise management ability increasingly with the comprehensive national strength of ascension,along with the rapid development,it bring economic benefits at the same time,enterprises energy waste and environment pollution problem become a problem which had to be discussed.Research shows that in the current environment of energy use and pollutant emissions,about 80% are derived from the enterprise,therefore,the enterprise is not only an important subject of resource waste but also an important subject of environmental pollution,enterprise energy saving effect quality directly affect the implementation of overall energy saving strategy in our country,enterprise energy saving also affect the environment of enterprise survival and development.However,enterprise energy saving problem is a complex problem which is related to the interests of all parties in the whole society,the enterprise only rely on its own strength to complete the energy conservation activities,which is costly and difficulty.Low level of technology(research institutions),information asymmetry(universities),and lack corresponding system policy environment(government)are three problems of our enterprise to be solved(production)to promote energy conservation and reduce emissions.Government policy guidance and the actual situation of enterprises is closely connected with energy saving effect,the secondary role and technological contribution of institutions and university is also closely linked with the energy saving activity,Based on this,this article will take the enterprise energy saving as a background,starting from the perspective of cooperation of governmentuniversity-institution-industry,analysis the influencing factors of the four sides behavior of enterprise energy saving,research the quartet for the contribution and strategy of enterprise energy-saving,so that the enterprise energy saving cooperation of government-universityinstitution-industry will be more productive.Firstly this article comb through the background analysis and literature research,found that the cooperation mode of government-university-institution-industry is not form a good synergistic effect with the saving energy behavior of enterprise,in addition,lack of the quartet to participate in enterprise energy saving behavior interaction and the relationship between the analysis of the model,lack analysis of the factors that affecting the stable development of game system of quartet to participate in enterprise energy saving,failed to reveal the dynamic evolution law of energy cooperation.So presented energy saving cooperation of governmentuniversity-institution-industry is an effective mechanism through theoretical research and present situation analysis,which leads to the feasibility and necessity of square to participate.Secondly,found problems in present situation,analysis and research from four aspects of the key issues identify the factors that influence the square to participate in enterprise energy saving and building the general pattern of energy saving cooperation.Under the quartet cooperation mode of energy saving,in addition to obtain great social practice value,the quartet conflict of interest has become the key to hinder cooperation,so looking for contradictions,corporate decision about balanced mechanism is the key to make effective energy saving.Finally,the article introduced the method of game analysis from three phases: the cooperation of energy saving technical cooperation between institution and industry,the energy information cooperation between colleges and enterprise and energy saving rewards and punishments of government and industry.Promote both side energy-saving benefit of cooperation to achieve the best resources complementary,configuration,and sharing.Using the Netlogo which is a multi-agent modeling software to simulate the behavior of enterprises cooperation in energy saving system,analysis the factors affecting the stable development of game system,reveals the dynamic evolution law of energy cooperation,and provide the corresponding countermeasures for reference in the cooperation of government-universityinstitution-industry long-term cooperation of the energy saving and improving the efficiency of energy conservation.
