In recent years, the development of Chinese economy is very rapidly, but resourcedepletion and environmental pollution problems become more and more serious. Theenergy saving and emission reduction mode of conducting production and managementbrings high cost that lead to the business can not adopt energy saving and emissionreduction production methods voluntary, the government regulation policies have played acrucial role in promoting the smooth implementation of energy saving and emissionreduction.In this paper, starting from the actual situation of China, based on economics andoperations research and other related theories, using game theory methods to achievewin-win economic benefits, environmental benefits and social benefits as the goal, respec-tively, under the symmetric information by considering the government to take undersubsidy strategies to encourage the enterprises that take energy saving production strategy,take under strategies to punish the enterprises that do not meet the national energy savingstandards, and the preferences on environmental friendly products of customers, athree-stage dynamic game model between government regulation and two producers in themarket is established; Under asymmetric information, by considering consumer’s purchas-ing behavior, energy conservation standards on market access, government incentivestrategies and government supervision signal, a multi-task principal-agent model betweenthe government and enterprises is established. On this basis, respectively, to solve andanalysis the above model, we obtain the optimal decisions for each actor under thedifferent models, and using Matlab programming calculate typical numerical example andmake sensitivity analysis, thorough discussed the impact of external parameters on theoptimal decision of government and business. Finally, based on the results of cases solvedand the numerical model, we make reasonable suggestions for the choice of enterprise’sdecision-making and government policy under the environment of energy saving andemission reduction.The results of model solving and numerical examples analysis show that the appropriate government penalty policies have a positive role in promoting the increasingof consumer surplus and overall social welfare, while enabling total pollution emissionsremained stable; Appropriate government subsidy policies can simultaneously obtaineconomic, environmental and social benefits; Government subsidy policies and punishme-nt policies should complement each other to play a role. The government behavior ofsupervise can effectively improve the level of enterprise energy conservation efforts, thehigher of consumer satisfaction the higher green energy saving efforts of the largerenterprise. The conclusions of this article have a great significance for guiding theproduction strategies of enterprise and selection of government regulation policies.
