| With the development of economic,scientific and technological globalization,developing the high-tech industries of independent intellectual property rights has become the focus of competition in comprehensive national strength.With the arrival of a new round of industrial revolution,cloud computing,big data,networking and other new gene ration of information technology has been applied to more and more high-tech industries,the technology innovation in high-tech industry to drive development level of the industrial and independent innovation capability.Beijing-Tianjin-Hebei region is one of the most innovative resource-intensive,more solid industrial base region.It is particularly necessary to study the current situation of high-tech industrial technology innovation,technological innovation efficiency estimates analysis,optimization a nd innovation resources.Current market competition is the “single enterprise competition” evolved into “chain competition”,and then upgrades to “innovation ecosystem” of the dispute.Under this context,Beijing-Tianjin-Hebei high-tech industries accelerate collaborative innovation,promote high-tech industry innovation elements to convert by comparative advantage to competitive advantage,which is extremely important to improve the three high-tech industry innovation,industrial restructuring,transformation of economic growth ways to enhance regional competitiveness.To this end,with Beijing-Tianjin-Hebei and joint development as an opportunity to boost industrial transfer,and accelerate high-tech industry of Beijing-Tianjin-Hebei comb,adjustment and docking,and gradually form the three high-tech industrial synergy complementary dislocation pattern of development according to the needs of the three high-tech industry development.This paper introduces the development background of high-tech industry and high-tech industry from concept and content,technology innovation efficiency concepts and theories,concepts and theories as well as collaborative innovation status of Beijing-Tianjin-Hebei and other high-tech industrial technology innovation aspects of literature review.And then introduces more details combined with domestic and foreign high-tech industry technology innovation efficiency evaluation methods,using data envelopment analysis(DEA)of non-parametric method for multi-input and multi-output,and establishing a comprehensive technology innovation efficiency evaluation system of technological innovation Beijing-Tianjin-Hebei and scientific high-tech industrial from technical innovation inputs and outputs.Furthermore,based on the overall efficiency,pure technical efficiency,scale efficiency,returns to scale,projection analysis,and input redundancy perspective six perspective,measurement and analysis of high-tech industries sectional data based on the overall efficiency of technological innovation in 29 provinces in 2013.Then,based on the panel data,technological innovation efficiency of three cities of Beijing-Tianjin-Hebei high-tech industry overall of during 2005-2013 was estimated nine years analyzed.And the five pillar industries in Beijing-Tianjin-Hebei high-tech industry technology innovation efficiency was estimated and analyzed,and did static and dynamic contrast respectively.The results showed that: Tianjin has the overall efficiency of technological innovation the highest high-tech industry,Hebei is lowest;the five pillar industry technology innovation efficiency is vary in three areas.Finally,in connection,with the results of the analysis,based on innovative body and external environment for innovation,constructed Beijing-Tianjin-Hebei high-tech industry collaborative innovation mechanism from collaborative innovation mechanism,government function oriented mechanism,technology resources sharing mechanism,technology platform supports mechanism and multiples financing mechanisms.This is a way to improve efficiency of technological innovation,to optimize the allocation of resources innovation and to provide a reference of promoting the high-tech industry to realize healthy and coordinated development in Beijing-Tianjin-Hebei and the country. |
