Comprehensive Evaluation Of New Urbanization Level Of Agro-Pastoral Region In Northern

Since China entered the rapid development period of urbanization,the traditional industrialization driving urbanization development model caused a series of problems,such as environmental pollution, ecological imbalance and urban and rural development is not balanced.In order to promote a harmony-social and the healthy and reasonable development, China puts forward to take the new urbanization road and made National New Urbanization Plan(2014-2020) on March 2014,points out the direction of development of new urbanization which persists of taking the road of new industrialization, information modernization, urbanization, agricultural modernization with Chinese characteristics, makes strategy of development of urban,focuses on promoting comprehensive integration measures,in order to form a new positive relationship between urban and rural areas.Meanwhile,making different strategic roads according to the difference in background and resource endowment of towns.This paper takes Zhalot Banner in Inner Mongolia as the research object,establishing evaluation model to analyze the changes in the level of new urbanization from 2007 to 2014.Zhalot Banner is located in the northwest of Tongliao in Inner Mongolia, which is a typical agro-pastoral region in northern,so the research of this paper has some typical and special characteristics. Due to the unique ecological environment of agro-pastoral region, when on the road of development of new urbanization,we need to fully consider the feasibility and reality.This paper analysis with many ways,such as combination the qualitative analysis with the quantitative analysis,then works out the level of development of new urbanization of Zhalot Banner with comprehensive evaluation method,makes the relevant development policies and advice in order to provide scientific support for the construction of urbanization.Text structure is divided into five parts,the third chapter and the fourth chapter are the key point of this paper,the last chapter is the summing-up part,specific content as follows:the first chapter is prolegomenon that reviews the background of the new urbanization and points out the significance, purpose and research framework of this paper.Taking the new urbanization and agro-pastoral region in northern as the core to summarize the progress of domestic and foreign research.next chapter that outlines development of urbanization of agro-pastoral region in northern,defines the related concepts of agro-pastoral region in northern,points out the characteristics of urbanization and the existing problems in agro-pastoral region in northern.the third chapter that the comprehensive evaluation model of the level of new urbanization of agro-pastoral region in northern, according to the relevant development indicators,building a comprehensive evaluation model,then establishes a evaluation system constructed by three criteria layer(economic development system, resources and environmental protection system and social development system) and nineteen evaluation indexes,which elaborates a evaluation process of the level of new urbanization.the forth chapter that evaluates the level of new urbanization of Zhalot Banner,describes the basic situation of the study area then brings the collected data into the index system,makes quantitative analysis by using software like SPSS and EXCEL,then gets the finally results. Meanwhile,undertaking a qualitative analysis of results and three criteria layers,based on the results,puts forward five countermeasures for the development of new urbanization of Zhalot Banner:make scientific plan of development of urban;establish a complete security system between urban and rural areas;adhere to the coordinated development of the four modernizations;clear the important status of ecological civilization; highlight the unique national culture.This paper through those analyses,finally draws the following conclusions:firstly,from 2007 to 2014,in addition to the growth in 2011 was too fast,the level of new urbanization of the rest of years maintained stable growth;secondly,we should concentrate the connotation of development of urbanization when construct urbanization,pursue the spirit of people-oriented, and permeate with the quality of urbanization, people urbanization and sustainable urbanization.When Zhalot Banner comprehensively promoting the new urbanization construction,should not ignore the regional specific,the specificity of agro-pastoral region should be well-considered,suit the local conditions,build a Zhalot Banner where people have a happy life which based on the prominent national characteristics.
