Regional Energy Cooperation's Problems And Coping Strategies Research Between China And Russia Under The Belt And Road

Along with the development of economic globalization, regional economic integration and the Silk Road Economic Belt and the 21st-Century Maritime Silk Road, whose initiative is about the concept of interconnectivity and the win-win cooperation as well as the measures about strengthening exchanges friendly among countries along the Belt and Road in economy, politics, culture, which will make the regional energy cooperation between China and Russia strengthen. With the rapid economic development, there's an increased demand for energy in China in the future,too. China, the major energy-consuming country in the world, must seek the energy cooperation with other countries actively. Russia, as one of China's good-neighborly and friendly countries, can be complementary with China in energy supply and demand,it must become the energy partner of China first because of its rich energy resources and comparatively geographical advantage.This paper expounds the Belt and Road,the theory of regional economic integration, the theory of factor endowments and Institutional Cooperation Theory, looks back the history of energy cooperation between Russia and China and combines with the strategic background of the Belt and Road to analyze the present situation of energy between Russia and China in oil, coal, natural gas, and other fields, it gets the following beneficial aspects about the regional energy cooperation between China and Russia, the new silk road provides a safety bridges for the energy cooperation, the two countries have a certain foundation and have a strong desire to achieve a win-win situation, China and Russia have strong complementarities in energy's supply and demand. But there are some problems about the regional energy cooperation, the poor energy basic facilities along the Belt and Road, the existence of energy security problem, the influence of geopolitics, the conflicts of interests between the two countries and the imperfect supply system of finance in energy. The last but not least, in order to solve these problems, the Belt and Road provides an opportunity for the energy cooperation, whose proposal can enrich the connotation of the energy cooperation and negotiate the interests between Russia and China, the two countries should strengthen the energy infrastructure,guarantee energy security and protect the security of energy cooperation by regulations to create a new situation of energy cooperation between Russia and China.
