High-quality innovative people play an essential role in the development of small-scale research units. With the advent of economic globalization and knowledge economy era, research institutions, small-scale high technology corporations in particular, are faced with more fierce talent competition. Currently, many research institutions have frequent talent flow and high rate of brain drain, revealing employee motivation management problems. Therefore, numerous administrators of research institutions have paid special attention to such issues as how to effectively motivate employees and stimulate their enthusiasm and creativity.HK Bio-center, affiliated with Henan Academy of Sciences, is a reformed small-scale high-tech corporation. In the process of its development, a series of incentive issues have sprung up, such as difficulty to attract high-level talents, increased rate of brain drain, low efficiency of performance appraisal, employees' inadequate innovation ability, etc. The formal personnel management and imotivation system cannot be expected to the development of HK Bio-center and motivate its employees.It is thus critical that administrators constantly improve talent motivation measures and policies, use various motivational strategies and forms, and develop multi-level and multi-angle talent motivation mechanisms.The paper is based on the case of HK Bio-center and analyzed the causes of the motivation situations.By means of questionnaires distributed to staff on work satisfaction and current motivation situations, the paper summarized the motivation management problems in HK Bio-center, such as the low level of wages, a unitary welfare system, flawed performance assessment, the unreasonable division of labor, the unclear objective, relaxed work discipline,lack of business culture.The inefficient motivation system cannot motivate its employees.It cannot be relied on to achieve efficient management and could hinder the development of HK Bio-center.HK Bio-center must perfect the motivation mechanismsand prove the level of motivation.The paper draws on staff motivation theories and practice from home and abroad. It is based on the carry on the classified management problems of HK Bio-center and provided specific improvement approaches. By carrying on the classified management to different staff with different needs, establishing scientific pay system, modifying performance assessment, offering career planning and manpower training, establish the business culture and other measures to solve motivation management problems.The paper bases its study on the analysis of HK Bio-center current motivation system and provides optimization plans and supporting measures.lt aims to help small-scale research corporations attract and retain talents, take full advantage of talents, stimulate research creativity and sustainable development, and provide reference to staff motivation management.
