During the mature development of the knowledge-based economy, more and more enterprises recognize that innovation is the key to their survival and market competitiveness. As the main force of innovation,high-tech enterprises focus on the information technology industry and biotechnology industry have become pioneers that leading the economic development in the world. The development level of high-tech enterprises represents a country's level of innovation ability and determines the level of a country's international competitiveness,so all countries are actively promoting the development of their high-tech enterprises to seize the commanding height of the world's economic development.Innovative activities of high-tech enterprises are formed by the diversified elements, and the innovation's essence is creation and transformation of knowledge including a series of processes of converting tacit knowledge into explicit knowledge. With the continuous internalization of knowledge and technology, the human capital condensed and accumulated in the enterprise will promote innovation,so the mechanism of human capital on innovation performance is now one of the important topics of management scholars. In this paper,we construct a mechanism of human capital characteristics(academic background, overseas background, professional level and R&D experience)on innovation performance from the perspective of knowledge-technology-product,and use the stepwise regression method analyze the direct impact of human capital characteristics on innovation performance as well as the multiple mediating effect of the knowledge stock and technology level between the human capital and innovation performance.Taking into account the increasingly complex of technological innovations, enterprises involve in the innovation network with universities, research institutions and other enterprises,so we introduce the industry-university-research cooperation and technical cooperation to verify the moderating effect between human capital characteristics and innovation performance. The empirical results show that: 1.Different human capital characteristics(academic level, overseas background, professional level,R&D experience)have a direct positive or negative impact on innovation performance;2.The knowledge stock and technology level of enterprises plays the multiple mediating effect and the specific mediating effect, verifying the promotive ways of innovation performance;3.Industry-university-research cooperation plays moderating role between the human capital and the stock of knowledge(technical level),and technical cooperation plays moderating role between the human capital and innovation performance;4.There are differences effect between human capital and innovation performance in the short and long term. This paper studies the relationship between the characteristics of human capital, stock of knowledge, level of technology and innovation performance, and sets up a bridge among the human capital theory, knowledge network theory, and innovation theory. This paper also expand and deepen related theories, not only provides some suggestions for enterprises to better utilize and integrate human capital, but also helps enterprises to enhance their core competitiveness and realize value creation more quickly.
