In order to keep the competitive edge and wining advantage in the increasingly fierce market competition, organizations need internal and external benchmarks for comparison and to improve their management capacity, against this background, the Project Management Maturity Model emerged.Project Management Maturity Model provides a basic way to develop project management capabilities to the organization. By using maturity model, users would obtain project management knowledge and a serial of control standards as a tool for self-assessment, which includes an objective standard measurement criteria and tangible measurable indicators to evaluate the company’s current project management situation, so that the organization could avoid arbitrary assessment effectively. Organizations can also develop improvement plans with the model in order to improve project management and competitiveness. Over the past decade Project Management Maturity Models have become effective tools for benchmarking and driving improvements in performance.This dissertation presents the study in management processes of aerospace research projects in the background of the current situation in the management of aerospace, analyzed the characteristics of aerospace which different from other projects, as well as the main phase of aerospace products’ life cycle and the characteristics of aerospace research projects management activities. The dissertation also studied in the theory of project management maturity model and the popular maturity models in various industries, especially comparing CMM and OPM3, including in structures, maturity levels, terms and methods. Based on two theoretical foundation system in aerospace research projects management and project management maturity model, this dissertation constructs Aerospace research projects Management Maturity Model by combining theoretical systems, and its maturity level, the management of knowledge in the field, management processes, best practices and other elements were defined and explained. On the external structure, in order to make the model more closely to the characteristics of aerospace research projects management, there the was a special emphasis on quality management and time management in the knowledge domain, and the model slice was a dynamic change management model which depended on maturity levels. On the internal structure, the capabilities were established in inter-linkages way according to the characteristics of aerospace development process. Additionally, best practices with aerospace characteristics and the respective maturity level were listed in detail. Furthermore, this dissertation summarizes the success experience in aerospace research project management of a number of models, and then construct a practical and easy to understand model for improving management process, with detailed improved methods and procedures. At last, the dissertation take a certain model management process improvement of Shanghai Academy of Spaceflight Technology as an example, to explain the procedures and implementation methods of management process improvement, including the establishment of organization, identifying key practices and finding the best path.
