Recently, competition in telecommunication market is becoming more and fiercer. The increasing risk in communication engineering construction has set higher request to the control of the project cost, progress and resources. The project management level in communication engineering construction project can become a new competitiveness in the future. To help in the development of this competitiveness, this study is conducted to analyze the communication engineering management system and the ways of operation for construction companies.Project management has been paid more and more attention by enterprises and been widely applied. When the enterprises vigorously promote the project management, they need to understand their own project management ability and position themselves. Therefore they need a benchmark to measure and improve the project management ability. Project management maturity model is properly a method of measuring the project management ability. It can be used in all kinds of enterprises including different size and types, different industries and culture to help cultivate and enhance project management ability, and improve project management level and competitivenessThe project management maturity model is a systematic method of appraising the ability of organization in project management. It is very important for us to do research on it for improving the project management ability and the market competitiveness.Based on theories of project management, this paper systematically studies the concept, meaning, background, development trend of the project management maturity model, and makes a detailed comparison among several kinds of commonly used project management maturity models, which has laid the theoretical foundation to assessing project management maturity of Liaoning Province Post and Telecommunication Engineering Bureau.This study uses K-PMMM to analyze the current situation of engineering project management in Liaoning Province Post and Telecommunication Engineering Bureau. and makes an objective assessment of it. Bases on the analysis and assessment, it designs a scientific management system on engineering project management. This system includes all management processes involved in an engineering project. It brings out applicable suggestions to improve efficiency and effectiveness in the project management. At last, it proposes the direction of improvement of project management in the company, and suggests on the positioning of the Engineering Management Department and the impact it should have in the company.
