On Study Of The Passive Land-lost Farmers Of Donghai Island Employment Support Policy Implementation In Zhanjiang

Land-lost farmers is both active lose land which due to industrialization attract or professional independent volunteer to give up land and move to the city,and also passive lost land that have lost land to obey national urbanization land expropriation policy. With the accelerating of urbanization and industrialization process, and the rapid expansion of urbanization development land,collective lands have been charged,producing more and more passive land-lose farmers.Donghaidao of zhanjiang in the Guangdong Province also has the same situation,as the national development zones,it need to expropriate more and more peasants' lands for the demand of development planning for building the high-tech industrial parks,steel and so on.The employment problem of the passive land-lost farmers after losing lands are increasingly prominent.It is impossible for the peasants to meet employment by themselves.Thus appropriately resolving the employment problem of passive land-lost farmers is the must responsibility of government. Effectively solve the problem of employment of passive land-lost farmers depend on effective implementation of reemployment.Now,the passive land-lost farmers of Donghaidao island employment support policy is having some success.But there still are some problem,which traditional” top-down” is one-way perform, reemployment service supply administrative monopoly,traditional policy propaganda defect,reemployment service supply and demand imbalance and so on.This article mainly by the governance theory and policy implementation as the theoretical basis,adopting methods combine literature research,questionnaire survey and interview.By analysising of the implementation process of the passive land-lost farmers of Donghaidao island employment support policy.To explore the factors influencing employment support policy implementation,and further to explore the reemployment policy implementation difficulties countermeasures.The article first elaborating the backgrounds,significance,purpose, domestic and international research reviews,main contents and methods of this study,innovations and the problems and so on,and introduce the paper topic on these base.Secondly,introducing the concept about core of implementation about the passive land-lost farmers' support policy,the importance of passive land-lost farmers' employment support policy and support of the basic conditions for the policy implementation.And explaining the passive land-lost farmers of Donghai island employment situation and make policy support the execution of policy.Mainly studies the passive land-lost farmers of Donghai island reemployment policies in the process of execution, the execution of policy, policy implementation between subject and interrelationship between the target group, and grasp the policy target group through the questionnaire survey reality reemployment service demand, on the basis of analysis of employment support policy implementation contradictions and conflicts, based on analyzing the causes, further put forward the optimization of passive land-lost farmers reemployment policy suggestion.
