Research On Regional Innovation Efficiency In Anhui Province Based On DEA Model

First,this paper analyzes the researches on regional innovation efficiency in China and abroad.Then,it presents index system for evaluating regional innovation efficiency.It uses R&D full time personnel equivalent and its funds as an input indicator of regional innovation,and uses the number of patents and scientific papers published and the added value of high tech industry as output index.It elaborates the development of regional innovation in Anhui Province,based on index data collected from Statistical Annual Book of Anhui Province and Annual Book of Anhui Province,the achievement and deficiency of innovation construction in Anhui Province.The paper summarize the characteristics of innovation system efficiency,based on the measurement of innovation system efficiency with BCC model in DEA in 16 cities in Anhui Province from 2011 to 2014.With the previous data and Malmquist exponential model,it measures the dynamic index of innovation system efficiency of16 cities.Based on the measurement,it finds the overall efficiency of innovation system is relatively high in Anhui Province.The efficiency is high in Bozhou,Suzhou and Lu'an from 2011 to 2013,and high in Bozhou and Lu'an from 2011 to 2014.Given the16 cities',the efficiency of Anhui Province is high.The technical efficiency value is0.9.The scale efficiency is 0.905 in 2012.The comprehensive efficiency value is 0.8.It is in a high level.Based on the dynamic analysis,the change index of total factor productivity is over 1 in 9 cities of Anhui Province,including Wuhu,Tongling,Xuancheng,Huangshan,Bozhou,Chizhou,Ma'anshan,Huaibei and Lu'an.It has gradually increased in Anhui Province.Dividing Anhui Province into North Anhui,Middle Anhui and South Anhui,thepaper finds the change index of total factor productivity is over 1 in Middle Anhui and South Anhui,and below 1 in North Anhui.The change index of total factor productivity has gradually increased in Middle Anhui and South Anhui,and decreased in North Anhui.Because of the low technical change,the change index of total factor productivity is below 1.So it is necessary to increase technical investment in North Anhui.Owing to the advanced technology and smaller scale,it has higher growth rate in Middle Anhui.We should increase investment in human resources and finance.The decomposition index is in the middle.Its change index of total factor productivity is highest,with the highest growth rate.Thus,we should vigorously develop South Anhui.
