Empirical Analysis Of The Farmers’ Participation Willingness On The Connection Of The Increase Of Urban Construction Land With The Decrease Of Rural Residential Area

With the development of economy and the deepening of urbanization, the shortage of arable land is a growing problem to our country’s development in both present and future. In China’s rural areas, excessive occupation and over-speed growing of residential land, inefficient utilizing of land resources, high vacancy rate and illegal land acquisition are widely exist. Therefore, the policy of the connection of the increase of urban cuonstruction land with the decrease of rural residential area was published by the state council of China in 2004.Farmers, as the most extensive and direct participants in the program the connection of the increase of urban cuonstruction land with the decrease of rural residential area, their willingness decides the fate of the program. At first, an analysis of the regional geography, economic development and the usage of land resources in Xinjian district was carried on, based on which this dissentation claims the necessity of implementing the program. Secondly, the paper tries to understand farmers’ willingness to participate in the project of the plus and minus hook between urban and rural construction land as well as their individual and family characteristics, contracted land and housing characteristics by carrying through the questionnaires. Then, a serial of regression models by using SPSS13.0 were built to analyze the farmers’ relocation willingness and expecting housing area from the survey data. Finally, according to the result of the above analyses, this paper makes several suggestions on the promoting of plus and minus hook policies.This dissentation takes Xinjian District as the research object and obtains the following results and conclusions:(1) With the future construction of Wangcheng District, Dragon Lake District, Airport Economic Zone and other new district, specially the demand for construction land will rapid growth.Considering the land requirements of the economic development and protect land resources, it is necessary and feasible to carry out the policy in Xinjian district. In the implementation process, the government must fully respect the farmers’ willingness, protect farmers’ rights and motivate effectively farmers to participate in the program from the experience of JiangXi province.(2)The result of logistic regression analysis shows that building plans, the level of family income, occupation, housing construction time, construction costs, and contracted land operation type have significant influences on Farmers’ willingness of relocating. Therefore, relevant departments must make a thorough resettlement compensation policy which is consistent with the local situation, carry out meticulously the basic works such as the housing measurement and price evaluation in accordance with the laws for the smoothly implementation of the policy.(3)The result of multiple linear regression analysis shows that family population, the level of family income, occupation, housing area and farmers’ contracted farmland area have significant influence on farmers’ expectant housing area. Most farmers expect the type of the house is similar to the existing rural house which has the function of storage, drying and engaging in farming.
