Study The Comprehensive Compensation Of Agricultural Water Saving

In the statistics of the world's water resources, China is one of the 13 most scarce water resources.With the development of economy, the needs of industrial water and domestic water is increasing, the contradiction between supply and demand of water resources has become increasingly prominent.And more and more agricultural water is being diverted into secondary industry,which has the higher economy benefit and use efficiency than agriculture.The study found that the utilization rate of agricultural irrigation water in China was only 50.2%. In contrast, agricultural water utilization in developed countries can reach60%- 70%, a higher can reach 80%.Under the situation of water resource “non-agricultral transfer” is becoming more and more serious, with the development of water saving and the improvement of efficiency in agricultural water can ease the contradiction between supply and demand of water resources effectively in a certain extent.Under this background, this paper studies the current situation of agricultural water saving compensation in Shandong Province in order to establish the comprehensive compensation mechanism of agricultural water.This paper studies agricultural water saving from the perspective of compensation mechanism.From the angle of financial compensation, we study the compensation data of Shandong water conservancy construction and find the problem of low level of compensation funds and unreasonable compensation structure problem. It is suggested that the government improve agricultural water saving compensation fund in the form of financial investment and the establishment of the agricultural water saving development fund. Use the finance discount to increase the channels of water saving compensation fund.From the point of agricultural water saving project, we find that the compensation of agricultural water saving project construction is insufficient, diversification.In this paper, we suggest that we should increase the compensation to the agricultural water saving irrigation project. At the same time, it can strengthen the construction and management of agricultural water saving project by defining the management subject, improving the agricultural water saving compensation project management mode, and innovating the development of water-saving engineering technology.From the angle of agricultural water saving compensation technology, we find that the compensation degree of agricultural water saving technology is low and the source of technical compensation is single, which hinders the development of agricultural water saving technology. In this paper, we suggest that we should increase the compensation of agricultural water saving technology and improve the agricultural water saving technology based on government as the main source of compensation.From the perspective of compensation system, we find that the lack of reasonable agricultural water price system and water rights system to improve the compensation in agricultural water saving. This paper suggests that the government should make reasonable water price system, and gradually establish water market and improve the utilization efficiency of water resource.
