With the increasing development of the world economy and population, the demand of water resources is increasing, the contradiction between supply and demand of water resources is increasingly aggravating, Water resources have become a "bottleneck" factor. Agriculture as a major water users, the consumption of water resources is more than 90%. At the same time the coexistence of agricultural water shortage and waste makes us to considerate the management of agricultural water.Hebei province is a major agricultural province, and it is a serious shortage of resource-based provinces. With the contradiction between supply and demand of water resources, serious water pollution and over exploitation of groundwater,if we want to achieve sustainable agricultural development and utilization of water resources, we must urgently solve this issue. This paper uses field interview method, Through the development of water resources, supply and utilization to understand the situation of agricultural water use in the industry, then found that the main problems of agricultural water. Through the development of agricultura water-saving irrigation from the 60’s until now,and technology adoption across regions as well as water-saving management mechanisms to understand the overall development of agricultural water-saving in irrigation district.It will through the water rights, subject, assignment, transfer and trading to introuduce the water rights mechanism; the price which is adopted by Hengshui,Zhangbei,Chenan to summarize Irrigation District water pricing mechanism; WUA(water users association) as main partner organizations to research publicparticipation in water-saving.And select the current water conservation areas as a case to analyze its agricultural water management mechanism innovation. Based on its regional features and irrigation conditions to analyze the situation of the vegetable production project and in the process of the irrigation management system covers the content(pricing, associations, foundations, etc.), then to study the economic, social and ecological effects of this irrigation under the management system of vegetable production,then summed up its mechanism operating experience and enlightenment.Select the area while using different operating mechanism of profit maximization model for empirical comparison of the efficiency of agricultural water saving analysis to explore which management mechanism is more advantageous to the agricultural water-saving.By investigation on the spot, this paper will make a comparative analysis of Raoyang county and Zhangbei County running with different agricultural water-saving management mechanisms, mainly launches from three aspects of water rights, water price and the effect of water-saving, in order to explore the best agricultural water-saving management mechanisms. By the comparison of Raoyang county public water rights under the free use of the water resources and Zhangbei County four class distribution of water resources under progressive price of water to explore the best mechanisms.Through the above analysis, the study of agricultural water-saving management mechanism for Irrigation District, proposed the corresponding countermeasures. The main conclusions are as follows: to promote agricultural water conservation need to establish clear water rights, water pricing and innovative, independent farmer participatory water management system;the distribution of water rights system step by step on the basis of initial water rights to water saving agriculture;the reasonable agricultural water price can adjust the interests of all parties; the agricultural water management mechanism in the basis of the government as the leading factor to promote the farmers’ participation in management.
