Along with the development of the Information Age, Electricity as the most widely used secondary energy is getting more and more attention of the world. Power consumption of 31 provinces in China differs obviously because of the resources endowment, economic development level and the disparity in industry structure, etc. So it's of important factual and theory effects to analysis the relationship between the provincial electricity consumption and economic development, the influential factors of electricity consumption. And it's critical to achieve provincial internal energy structure optimization, ensure the security of regional energy and electricity consumption. This article, by Tapio decoupling model, firstly analyzed the decoupling situation between the provincial economy development and power consumption. Then based on LMDI model, variation of terminal power consumption of the three major industries in 29 provinces(except Tibet and the Ningxia) are decomposed, in order to understand five factors influence on provincial electric power consumption, which are the provincial energy structure,energy intensity, industrial structure, economic development and the population.Conclusions of the analysis are as follows: firstly, economy development is the primary factor to boost the growth of power consumption. Most of the provincial development situation has improved in recent years, but Inner Mongolia, Xinjiang still keep expanding negative decoupling between electricity consumption and economic development, which is to say, economic development is at the cost of power consumption. Secondly, the adjustment of energy structure in eastern, central and western regions is the second largest factor leading to power consumption growth. Energy structure effect in 24 provinces(29 provinces except for Fujian, Shandong, Guizhou, Shaanxi and Liaoning) promotes electricity consumption, especially which in Beijing accounting for 96.88% of the total effect, energy structure of China's provinces is shifting to the electric power. Thirdly, the energy intensity effect is the primary factor to restrain provincial power consumption growth. Reduce of the second industry is the main inhibition of provincial electricity consumption growth. Overall, the east and northeast electricity consumption efficiency is higher than that in the Midwest. Beijing, Heilongjiang, Chongqing and Shanghai show the highest energy efficiency. And the industrial structure is an important factor to promote the provincial power consumption growth, except for structure adjustment in Beijing and Shanghai lead to electricity consumption growth. The second industry is still the main part of the electricity consumption, the development of the third industry contribute to reduce in electricity consumption.According to the results and conclusions this paper puts forward the following Suggestions: continue to promote provincial energy conservation and emissions reduction, development of green economy; intensify efforts to promote provincial structure adjustment and optimization of secondary industry, develop the third industry; strengthen power grid construction, repair and maintenance channels between power production and terminal consumption, to ensure the safety of regional electricity; optimize the structure of power generation, improve thermal power technology, develop photoelectric, hydropower, nuclear power and other clean power generation; coal linkage, separation of distribution and selling, electricity price formation is given priority to marketization, and guide the industrial structure through appropriate price management.
