Affordable housing is an important people's livelihood projects that to solve the housing problems of low-income families in urban, attaches great importance to the party and country, invested a lot of manpower, financial and material resources to build affordable housing. In recent years with the development of economy, the urbanization rate increased year by year, also raised the investment of affordable housing in our country. Because of the affordable housing belongs to public goods, in the past are paid for by the government. But large-scale housing construction, maintenance, operation and management will cost the government a lot of resources, also affect the efficiency of the government's approach to other public affairs. Therefore, expanding affordable housing financing channels, reduce the pressure on government finances, and at the same time in order to extend the folk capital investment, improve the efficiency of construction, use of the PPP model introducing private capital into housing construction is a "win-win" options.This paper, based on the above background, researched the affordable housing project using PPP model building, In this paper, for the necessity and feasibility of using PPP mode to build affordable housing is analyzed. Pointed out that due to our country housing finance pattern is too single, and applying the PPP financing model to build affordable housing has save government resources, improve construction efficiency, the advantage of dispersive risk, etc, make the PPP financing model applied to guarantee room really necessary; At the same time, because our country has plenty of private capital, good operation, and the government policy support, stable return on investment that private capital into the housing domain is feasible. Then using the PPP model for housing the operation mode is introduced in detail. Introduces the affordable housing PPP mode of project structure, operation process, the participation main body and function, etc. Analyzes the corresponding risk factors and bear subject. At the same time is also analyzes the main problems of developing affordable housing PPP mode, and gives the related suggestion. The reference case analysis the housing PPP mode that the cost-effectiveness of the private sector and public institutions both sides can be profitable, the private sector profit margins had guaranteed also eliminates the private sector into the housing, So as to realizethe premise of using the housing PPP mode using.Housing PPP model is a Public and private "win-win" mechanism. Can save the government fiscal expenditure for public institutions, the transformation government function, etc; For private organizations can extend the field of investment, reduces investment risk, etc.; For the whole society can rise to improve the efficiency of housing supply, improve the low and middle income earners living condition, herefore, we should actively promote the PPP financing pattern, perfect the relevant supporting measures as soon as possible.
