On December6,2013, the department of housing and urban-rural development, theministry of finance, the national development and reform commission announced thatthe public rental housing and low-rent housing system would be merged. It requires thegovernments all over the country carrying out the notice. This thesis began at the timewhen the latest affordable housing policy was putted forward. So I am thinking aboutthe new change that the combine of the low-rent housing and public rental housingbrings. The types of affordable housing gradually turned to "give priority to in order torent" rental housing, because rents are low, long payback period, different from theavailable type of affordable housing, the rental housing’s attraction to the social capitalto participate in the construction is very weak. In addition, the large-scale constructionof affordable housing is ongoing recently years, government funding pressure is verybig, and mostly governments had in debt. This article analyzed the current situation ofaffordable housing and money supply and demand situation in our country, and roughlyestimated that it demanded5.1trillion (it includes land cost and cost of construction andinstallation) in order to realize the goal of36million affordable housing in the12thfive-year period. In2011, it planned to construct10million housing, so the affordablehousing will enter the peak period of construction, the demand for money also will peakthe next two years. Therefore it demands to widen the channel of capital source aftermerger of public rental housing, especially give policy support. for private capital toenter.The article states the model of construction of affordable housing abroad, and cardsthe current situation of the construction of affordable housing in our country. There aremany problems in different types of affordable housing. Against the new problems thatthe Combination brought, the article gives different responses. About broadening theother financing channels and introducing private capital into the affordable housing area,via comparing the merits and demerits and the applicable scope of various financingmodes, the article suggested that the BT model introduced into the construction ofpublic housing, and tried to construct the operation model. The biggest risk of BTfinancing mode applying into affordable housing in our country is government creditrisk, the paper suggest to provide guarantees from insurance company and buycommercial insurance to avoid it. In addition, the government can take the public housing rental income for several years as a bargaining chip to attract investment BTproject investors.
