Since November 2015,the central government presents the reform of supply-side,deepen the reform of state-owned enterprises,the disposal of "Zombie companies",resolve the real estate inventory,reduce business costs and other issues have been gradually became the center of reform.With the reform of State-owned enterprises through "property rights clear,well-defined right and responsibility,separate government functions from enterprise management,management science " which called “16-character guideline”,the institutional barrier which to constrain the development of the state-owned enterprise system that has been removed,and how to establish the incentive and restrained mechanisms that to activate the vitality of state-owned enterprises which is particularly important,and the performance management is the key.In this paper,the writer has been used some methods,such as literature reading,questionnaire survey and Intercept Interviews,to research and analysis the operation system of CX company performance management,and to find out the problems and reasons,and discuss how to optimize the performance assessment of CX company by the enterprise strategic planning and enhance performance management.In this paper,the writer will use “questionnaire survey” and “intercept interviews” to find out the problems which existing in the performance assessment of CX company,then using the method of key performance indicators(KPI),improve and perfect the CX company.This article is divided into five chapters.The first chapter is introduction,mainly introduces selected topic background and research significance of this article,the performance management research both domestically and internationally,research methods and the contents of the paper and the paper framework;The second chapter is the related theories of Performance management,these theories will become the theoretical basis for this article,introduces the relevant theories of performance management;the third chapter is The Situation of CX company Performance Management and The analysis for existing problems,from the status of the company,find out the problems existing in the operation process of performance management and analyzes its reason;The fourth chapter is the Optimal Design of CX company Performance Management,this is the core of the thesis,Aim at the above existing problem and one by one solved.and combining with the practical situation of CX company,to designed the performance management system in accordance with CX company;The fifth chapter is the running safeguards and regime of CX Company Performance Management.Researches show that,CX company existing in the process of performance management system has the following questions:(1)the human resources department is the only sector for performance management work,other departments are cooperative relationship;(2)performance management index set is not scientific,and the lack of interaction;(3)the performance management only pay attention to performance evaluation links,ignore the other important link;(4)performance evaluation do not objective and fair;(5)the performance management and corporate strategy implementation that was disjointed(6)performance management measures poor,that lead to poor performance running effect;(7)360-degree evaluation method was not suitable for CX company development right now.The reasons which made above questions were:(1)the employees' lack of basic understanding of performance management;(2)the department head were lack of basic performance management index set skills;(3)the leader only pay attention to performance evaluation in CX performance management,but not pay attention for other parts of CX performance management;(4)when the senior management to evaluate general employees,they are often based on themselves “subjective assume” or immediate cause effect;(5)the performance management was not conform to CX's enterprise strategy;(6)CX always lack of institutional construction,the company organization structure,job description,combing and optimize business processes,and so on.In order to perfecting the performance management system smoothly,effective solve above problems,This paper puts forward to strengthen publicity,change performance idea;Strengthen organizational leadership,to ensure the smooth implementation;Defined duties and responsibilities,clear responsibility and rights;establish a communication mechanism to enhance the implementation of the results and other operation safeguards.
