Under the background of economic globalization, technology can promote the development of social and the progress of science. Regional innovation is the main power of national innovation, which plays an important role in the process of national development. And collaborative innovation has become the significant way of technology innovation. Since the 1950's, some countries represented by the United States set off a Industry-University-Research Institute Collaborative Innovation upsurge. In this background, a kind of new innovation way that is effective and reasonable gets more and more attention, namely Collaborative Innovation Networks. All sectors of the community get together to push the parties to carry out technical innovation in the this Collaborative Innovation Networks.Based on the collection and analysis of collaborative innovation theory, triple helix theory and open innovation, this paper makes a definition of Industry-University-Research Institute Collaborative Innovation Network, discusses the collaborative innovation main body and its function orientation and studys the theory mechanism of collaborative innovation further. We can draw an conclusion that the essence of collaborative innovation is the process of learning from each other. On the base of the knowledge mobility principle, the collaborative innovation process is made of three parts, the sharing stage, the conversion stage and the use stage. Besides these three stages are mutually reinforcing.On the basis, the paper mainly uses social network analysis as method and selects Silicon Valley and Route 128 as the research object. Through this method, we can draw the relationship and structure pictures of the different main body. According to the network center, network density, average distance, the cohesion index and the structural hole, the whole network structural and the individual network are analyzed. Then, the common and the personality features of two foreign innovation networks are obvious. Organization mode, cooperation mode and the main body function are in detail in the paper. What's more, the result is that Silicon Valley is based on various main bodies and Route 128 is led by government and university. At last, this paper builds collaborative innovation mode which is based on the main body network relation. In particular, first part is to build a network center characteristic of regional innovation mode. The core of the network can control advanced technology and market information more easily. Second part is to build a network density characteristic of regional innovation mode. Each main body get closer to transfer resource more effectively. Third part is to build a structural hole characteristic of regional innovation mode. The aim is to encourage informal cooperation relationship, get more resources and information diffusion, and drive the development of the whole network innovation.
