Benefit Evaluation Of Under-forest Economy Based On The Perspective Of Farmers

As to give priority to the ecological construction of forestry development strategy fully implemented and collective forest right system reform in full swing,the under-forest economy become an important way to achieve the target about "not to cut the trees down and become rich" and "ecological protection,farmers benefits".Through the secondary data collection,discussion and interviews,questionnaires and other methods,this study takes Dehua County in Quanzhou City,Fujian Province as the research area,and selecting 152 farmers in 7 villages in 6 villages and towns.Based on this,analyzes the development of under-forest economy on the increase of farmers' income level of contribution,different forest economic development model of cost benefit and effect of under-forest economic benefits of main factors,and for farmers technical service conducted a special study,puts forward the corresponding countermeasures and suggestions.The results show that:(1)the income of under-forest economy accounts for 39.30% of total household income,higher than service income(31.70%)and agricultural income(22.04%).(2)the lower the total household income farmers,under-forest economy income accounted for the proportion of total household income greater(up to a maximum of 62%);higher total household income of farmers,under-forest economy income accounted for the proportion of household income is small(minimum only 20%).Development of under-forest economy can effectively increase the income of low-income households,and is conducive to precision poverty alleviation.(3)the average annual income of households in the survey sample was 17316 yuan per person,the average income of every labor's income was 11667 yuan,which was higher than that of the rural residents in Dehua County in 2014(10967 yuan).(4)10 years of net income net present value(6% discount rate)of ten kinds of forest economy mode.The minimum is 0.76 million yuan,the maximum is 24.5 million yuan;internal revenue rate minimum is 23.3%,maximum is 99.8%,higher than the 6% discount rate;cost profit rate for a minimum of 27%,up to a maximum of 144%.It shows that the development of the economy in the forest has strong feasibility.(5)under-forest acquisition processing has a minimum input,but has the smallest output,it's contribution to household income is very small;under-forest landscape use and under-forset breeding have high prophase and investment,but has a higher income;under-forest planting is the most types selected by Dehua County farmers,pre and business investment is moderate,contribution to household income relatively stable.Based on an analysis of economic benefit under-forest,combined with field survey and household interview results,this research think:(1)state and local policy support,improvement from government,the market demand for green products and services,farmers desire in the doorstep of employment are the main driving factors.(2)the rich forest resources and the vast woodland provide a space for the development of under-forestry economy;a large number of rural labor force is a solid economic foundation;the support of government and financial institutions provides a strong financial support for under-forest economy;policy of province,city and county provides external power;the "company + peasant household" or "cooperative + farmers" and other business model to ensure the sale of products,reduces the risk.(3)the lack of technical service system for farmers is an important factor restricting the development of under-forest economy.One is the focus on supporting the integration of new varieties and new technology popularization and application,for farmers to the technical service is relatively weak;second,by the farmers according to the actual needs of the choice of technical service model has not yet been formed;the third is lack of normalization,interactive science and technology service mechanism.(4)in order to ensure the sustainable and healthy development of the forest economy,we must strengthen the forestry science and technology service for farmers.To strengthen service functions of forestry science and technology promotion agencies at all levels;to establish professional township forestry station technical service team;to clear forestry scientific research and education institutions such as technical service responsibilities;to build a comprehensive forestry science and technology service network platform.
