The central region includes Shanxi, Anhui, Jiangxi, Henan, Hubei, Hunan provinces, it is the key areas to promote "Made in China 2025", and is of great potential to industrial development. The central region is a key driver of economic growth in the new era. In the process of promoting the rise of central China, technological innovation is the driving force for economic development. "Government Work Report 2016" has said that make efforts to implement innovative development strategy to promote science and technology and economic integration, improve the overall quality and competitiveness of the real economy. China should continue to further promote innovation strategy, cultivate a number of international competitiveness of innovative enterprises, in order to provide the impetus for reform. The essence of the reform is innovation, to enhance the proportion of new technology in enterprise development is the trend. Industrial enterprises is an important pillar of the local economy. Its scientific and technological innovation represent the level of technological innovation enterprises in the region, its development speed and quality determines the speed and quality of regional economic development. This article is under this context, study the scientific and technological innovation of industrial enterprises in the central region and get some suggestions to improve the technological innovation ability of industrial enterprise.After analyzing the current research and related theories, from scientific and technological innovation, and science and technology innovation activities, technological innovation outputs, technological innovation potential, this article studies the industrial enterprises in the six central provinces. In this paper, combined with years of panel data, studies the provincial industrial enterprises in the horizontal and vertical analysis, we discuss the overall trend in its industrial business development. This paper chooses four-level indicators and 16 secondary indicators to establish industrial enterprise technological innovation ability evaluation system, and determine to use the factor analysis. Through empirical analysis, this paper draws three main factors that influence the industrial enterprises in technological innovation, they be summed up as input and output factors, R & D activity factor, external environmental factors. Based on the factor model, this paper analyzed and ranked the 20 provincial units. The results showed that Anhui ranked first in the central region, but differentiation is serious, some provinces lagging behind the ranking.Combined with empirical analysis, we propose development strategy to improve the scientific and technological innovation of industrial enterprises in Central China. Including increasing investment in scientific and technological innovation, strengthen scientific and technological achievements, strengthen communication between businesses with schools, and improve intellectual property protection system. Combined with the provincial situation this paper proposals for the provinces. These measures not only help provide scientific reference for all levels of government, which has a strong practical significance, but also conducive to all industrial enterprises with their own situation to improve the level of scientific and technological innovation to achieve sustainable development.
