| The logistics industry has achieved rapid development and played a positive role in driving national economic growth with the economic globalization and the popularization of information technology.Being a transportation-based industry,the logistics industry has produced a large number of pollution emissions and caused increasingly serious harm to the environment.The "14th Five-Year Plan" of China clearly puts forward the green and lowcarbon transformation of the transportation industry as the fundamental principle of economic development.This reveals that the coordinated development of industrial economy and environment is an urgent issue to be addressed in the logistics industry.Moreover,due to the unequal policy support and unequal conditions of basic transportation facilities,the development of the logistics industry in various regions in China has become uneven.This is mainly due to the uneven population,resources,environment,and economic aggregate.Hence,it is essential to incorporate undesired outputs and other external environmental factors into the evaluation system to measure the efficiency of the logistics industry in various provinces and regions in China.Based on the above background,this paper aims to construct an evaluation theory and method that can comprehensively consider the external environmental factors such as economic volume,policy support,infrastructure,transportation facilities,and undesired outputs of logistics activities in each region.This will enable measuring the efficiency value of the logistics industry in each province and exploring its dynamic changes.The specific research content includes:(1)Measure the efficiency value of the logistics industry in each province using the EBM-DEA three-stage model,analyze the characteristics of the differences,and explore the causes of the differences.The research is based on the relevant data of the logistics industry in 30 provinces and cities in China from 2015 to 2020.The production assumption of variable scale returns is used,and an improved EBM-DEA three-stage model is employed to measure the environmental,economic,and technical efficiency of the logistics industry.The results indicate that the above efficiency values exhibit different spatiotemporal distribution characteristics when examining the efficiency of China’s logistics industry from diverse perspectives.(2)This study explores the dynamic changes in the logistics efficiency value in each region.The panel data of six years is used as the reference set,and the MalmquistLuenberger index is combined to examine the changes in logistics management efficiency in each region of China and the trend of logistics technology evolution.The research findings reveal that the efficiency of China’s logistics industry has shown a consistent upward trend in recent years.However,with the gradual maturation of industrial development,the efficiency growth rate has significantly slowed down since 2020.(3)This study proposes suggestions and improvement measures for government and enterprise managers based on the analysis of the efficiency gap and dynamic development of the logistics industry in different provinces.The causes and changes in logistics efficiency differences in various provinces are considered.The suggestions and measures for improvement include the refinement of industrial policies,the adoption of cross-regional collaboration strategies,the adjustment of industrial structure and scale,and the integration of "industry,education,and research". |
