Study On The Science And Technology Development Plans Of The People's Republic Of China

This thesis is based on the importance of science and technology planning, since the establishment of the People's Republic of China, combined with nine science and technology development planning and the actual current relevance to make a more systematic study. For China, science and technology is the key factor to realize the sustainable development of our country, should not be underestimated.Science and technology development planning is a government agency to use the power of the state, to make a national science and technology development and related problems with foresight programme. The development of science and technology planning has an important guidance in the strategic target, the development of science and technology of national policies and specific policies, and regulations toward the development of science and technology. So, if it want to make achievements and long lasting in science and technology, we need to constantly deepen the study and analysis of science and technology development planning.Since the founding of the People's Republic of China, Chinese science and technology development plan has gone through nearly 60 years of history, from the 1956 to 1967 science and technology development vision(i.e. the twelve year plan) to the national Eleventh Five Year Plan science and technology development plan has promulgated nine science and technology planning, the planning of Chinese science and technology development produced an important role.This paper focuses on the ninth development plan of national science and technology plan, the paper is divided into 5 parts, part one, introduces the research purpose and significance of this paper, and the research for the status of the new Chinese technology development planning. part two, accordance with the time node, then make a brief summary of the historical background and the era of science and technology development plan promulgated and established main task to sort out before the reform and opening up, reform and opening up in the new century and the new century. part three, the paper discusses the status and role of new Chinese science and technology development planning. part four, based on the above analysis of the science and technology development planning, the thesis puts forward the inherent requirements of Chinese science and technology development plan at this stage. part five, from deepen reform, strengthen innovation subjects, gain social R & D investment three respects, deeply explores the practice way of the contemporary Chinese science and technology development planning.
