Research On The Development Of Agricultural Insurance In Hunan Under The New Normal Economy

Agriculture is the basic industry of the national economy, steady development of agriculture and the rural economy is related to the country's economic stability and improved living standards in the event of national agricultural insurance as an effective means of risk transfer and compensation mechanism is to maintain farmers' income stability, an important tool to protect the smooth development of the rural economy, since the founding of our country by actively exploring and developing agricultural insurance, in area of agricultural insurance system designing, business model and risk management has accumulated valuable experience, but with respect to agriculture in developed countries, the country agricultural insurance mechanism is still not mature enough, China needs to continue to increase the importance of agricultural insurance and support efforts to promote development of agricultural insurance.Under the new normal, China's economic transformation and industrial restructuring and a series of changes have brought new opportunities and inject a new impetus to development of agricultural insurance. This paper takes the development of agricultural insurance in Hunan as the research object, through a combination of domestic and foreign scholars on agricultural insurance related research and development situation of experience under the new normal of agricultural insurance, insurance development of agriculture found that the presence of lack of government support, government regulatory functions dislocation, agricultural insurance market operation is imperfect, insufficient effective demand of farmers, agricultural industrialization process too slow and other issues. This paper based on the current situation, learn from the successful experience of development of agricultural insurance abroad for Hunan agricultural insurance in developing new normal economy under the proposed strengthening of government support, improve the government's regulatory functions, strengthen market development, and accelerate the industrialization process of agriculture and other countermeasures.
