A Study On The Technology Openness Level Evaluation Model

With the development of knowledge economy and information economy, open innovation has already replaced the close innovation, becoming a mainstream model through which enterprises achieve innovation. In this pattern, it is more and more popular for enterprises to achieve innovation and improve their technical level by utilizing external technology resources. Therefore, it has significant meaning for enterprises to achieve further development by evaluating the foreign technology reasonably and choosing mature and absorbable technology.Firstly, this paper analyses the research status of theory of open innovation, Technology Readiness Level (TRL) and Technical Maturity Evaluation, proposes the concept of Technology Openness Level (TOL) on account of the deficiency of Technology Maturity Evaluation Model and design the five-scale of TOL.Secondly, this paper sums up the factors affecting technology transfer efficiency and calculate how many times these factors are mentioned in literature to define the three most important dimensions to describe TOL. They are innovation, complexity and tacitness. Then, this paper designs the evaluation index system of TOL based on these three dimensions.Thirdly, this paper takes evaluation model of TRL as lessons to build the evaluation model based on these scales. It combines the expert survey with the comprehensive index method, uses the AHP to formulate the weight of TOL dimension, and proposes the attribute synthetic measure formula of TOL according to the concept of attribute measure. The model describes TOL quantifiably and perfects the technology evaluation system.Finally, this paper designed and developed a prototype system based on web application service model by using JSP, Servlet, Tomcat and MariaDB, and used this system to evaluate the TOL of five-axis linkage technology of the CNC machine to verify the availability of the prototype system and evaluation model.
