Since the financial crisis in 2008, China's industries have been suffering different degrees of pain. Faced with the complex economic climate, the challenge of the globalization and trend of bursting information and big data, the traditional management mode and organization construction are challenged greatly. Therefore, in order to adapt to the more and more complicated and changeable environment, the transformation and upgrading of all the enterprises has become an urgent priority, and for business decision makers, active practice and more attention to the transformation and upgrading of the organization will make the enterprise go through this suffering period.Personnel, as the most important assets, especially the professional technicians, act great role in all sides of organization operation. Professional technicians use their professional knowledge to make innovation happen in the organization, support new product development and enhance the competence of the SMEs. However, due to the existing defects of the SMEs such as poor finance and management, it is of great importance to enhance the professional technicians' competence, in order to develop its capacity advantage.In this study, through 6 interviews with professional technicians, the situation and task characteristics are recognized in the transforming background. Then based on the interview research,268 questionaires for professional technicians collected in Hangzhou, Beijing and other places are used to analyze the relationship between the situation and task characteristics and the performance and to find the mechanism to make this happen. Eventually, the five points are concluded as follows.1) Professional technicians of the SMEs' mainly includes the ability of technological innovation, project management and project management skills.2) Two situation characteristics influence the two task characteristics greatly, and both of them have a significant positive impact on the professional technicians' entrepreneurship competence.3) Professional technicians' entrepreneurship competence has a positive effect on innovation performance and development performance, but the effect of different dimensions of entrepreneurship competence on innovation performance differs. Among them, effects of technological innovation capability and service capability on innovation performance are significant.4) Organizational creativity on the relationship between the professional technicians of entrepreneurship and innovation performance have the significant moderating effect, while it doesn't moderate the relationship between the professional technicians of entrepreneurship and development performance.5) Professional technicians'entrepreneurship competence intermediate the relationship between the project boundary and innovation performance, the relationship between innovation and innovation performance, and plays a completely mediating role in the relationship between innovation and development performance.
