Empirical Analysis Of Standardization Effect On Export Trade Structure Of China High-Tech Industry

Since the 1980s, our country economy rapidly developed, industrial structure adjusted and optimized step by step. Especially after china was acceded into the WTO, international trade obtained greatly; Scale of export and import constantly enlarged, range of exchange product and structure constantly optimized. Especially china trade exports increased year by year and its situation became better. Chinese exports have an obvious change, Chinese export products from material-intensive or labor-intensive product changed to high quality products that were invested with high-level factors of production and it have high technological level. Under the influence of labor price and capital affluence level, Conditions of production is different from 1980s,influence factors of high-tech industry export structure that was invested with high-level factors of production need to be analyzed more meticulously.Based on the above situation, from the perspective of technology standardization paper researched the relationship of standardization and high-tech industry export structure. Paper in the view of industrial competitiveness and technology innovation and trade cost to explain the effect mechanism of standardization and high-tech industry export structure. The author thinks that standardization effect the industry export by improving the international competitiveness, level of technology innovation and decrease the trade cost.then it effects on the adjusting and optimizing of high-tech industry export structure. First, paper presents the background and significance and contents; second, the author summarizes the literature about standardization and trade. Third, paper uses economic theory to explain how standardization effect high-tech industry export structure. Last, based on the theory hypothesis, paper uses panel data of china high-tech industry from 2004 to 2013, paper tests the relationship between the standardization and high-tech industry export structure by GMM estimation method. Through the empirical analysis, paper gets three consequence:First, Standard has a positive effect on high-tech industry export structure. Empirical test shows that improving of standardization level exists positive influence on the change of high-tech industry export structure. Standardization is inner reflect of technological innovation, it has a positive and long-term effect on High-Tech industry export structure. Second, standardization effect on High-Tech industry export structure in short-term stronger than long-term effect. After taking theGMM method of estimation to test paper data, we find that all influence coefficient of explanatory variables diminished, but the change of influence coefficient not cause the change of impact effect. It shows that standardization has a positive and long-term effect on High-Tech industry export structure. Third, enterprise under the production models of absorbing technology, its innovation level's change do not prominent effect the export structure. It can make a negative effect in short term which research input in the process of standardization influences the High-tech industry export structure, it also goes against the optimization of export structure.Based on the empirical test, author proposes three proposals:First, Establishing a mechanism of standard examination and evaluation, optimizing the process of standard formulation, coordinating the coordination of different departments in the process of standard formulating. And we can speed up the standards of high-tech industry in China. Second, strengthen the cooperation of government with the enterprise, jointly promote the high-tech industry standards formulating work to solve the externality problem of standards; set up standard system of high-tech industry and improve level of technology standardization. Third, focus on the development of international technical standards in the field of key technologies to improve the level of China standard internationalization. Companies which have advantage in formulating standards and the management of organization need to enhance the cooperation with the international organization of standardization, setting up a long-term cooperation mechanism.
