Study Of The Impacts Of Standardization On The Export Competitiveness Of China's High-tech Products

Since the 21 st century,China has been increasingly involved in international trade.As high value-added products,high-tech products have grown steadily year by year.According to the statistics of the General Administration of Customs of China,China's high-tech product exports reached a record size of US$667.4 billion in 2017,accounting for 29.5% of the total export volume.High-tech products are characterized by “high technology” and “new technology”,technology and innovation are the core of their export competitiveness.The 19 th National Congress of the Communist Party of China mentioned more than 10 times of science and technology in the report,emphasizing more than 50 innovations and proposing to accelerate the development of advanced manufacturing.In addition,China's standardization level is also constantly improving.According to the statistics of the National Standardization Administration Committee,before the deadline,China's high-tech products have 6,644 national standards,accounting for 12.17% of the national standards.As a result of the development of technology and innovation,the standard has received great attention from the state for improving the export competitiveness of products and promoting the development of the industry.On January 1,2018,the newly revised "Standardization Law of the People's Republic of China" was officially implemented,which is of great significance for improving the quality of products and services,promoting scientific and technological progress,and improving the level of economic and social development.Based on the above background,this paper takes China's high-tech products and related standards as the research object,and analyzes the impact of standardization on the export competitiveness of high-tech products.First of all,this paper compares and analyzes the development status of China's high-tech standardization level,and selects four indicators to measure the export competitiveness of China's high-tech products.China's high-tech standardization level and the export competitiveness of high-tech products have shown a great improvement,but there are imbalances in the development of high-tech industries.Subsequently,this paper summarizes the role of standardization in influencing the export competitiveness of products by combing the relevant theories of international trade.Finally,this paper empirically studies the impact of standardization on the export competitiveness of high-tech products by constructing a panel data model,and divides the standard stock into national standard stocks and industry and regional standard stocks,and studies the differences between national standards and industry and regional standards.The research results show that the improvement of China's standardization level in the past decade has effectively promoted the development of high-tech industries and improved the export competitiveness of high-tech products.Theoretical analysis believes that through standardization activities,technological innovation can play the barriers to trade access,reduce costs,regulate the market,and promote technological development at different stages and occasions,and effectively promote the export competitiveness of domestic products.Through the establishment of the panel data model,the empirical results show that the promotion of industry and regional standards is more significant than the national standards.Increasing the equivalent of international standard stocks in national standards can effectively enhance the export competitiveness of high-tech products.At present,there is still a certain gap between the standardization level of China's high-tech products and developed countries,and it is still a long-term work to improve the standardization development level.Therefore,the standardization work of high-tech products is of great significance,and it is of great strategic significance to continue to improve the standardization level of China's high-tech products.
