Research On The Standardization Strategy Of China’s High-tech Industries In Open Economy

As the economic globalization expands constantly and in depth, the competition in the international trade market has penetrated into the fields of technology, policy and so on. The traditional tariff barrier has been gradually replaced by the technology and standardization restriction. The rapid development of standardization has had a broad and profound effect on international economy and trade.According to the existing literature, it is widely accepted and valued that standardization has an important impact on international trade. However, the existing research mostly focuses on qualitative analysis and political suggestion, with few attempting to analyze the implementation elements and mechanism of standardization strategy. And the empirical analysis is limited to the correlation analysis, lack of the measure and optimization of strategy implementation elements.This paper firstly describes the implementation environment of China’s standardization strategy, then analyses the cycle path of standardization strategy in open economy, and structure a framework with four implementation elements, namely technology, productivity, standard and market power. With the tools of international trade theory and industrial economics, the mechanism of the above elements is analyzed. In view of the high-tech industry, the paper estimates the target and implementation elements, and analyses the element allocation among industry segments on vertical trend and lateral comparison. After the element optimization model of China’s high-tech industry is established, the paper uses empirical analysis on panel data to verify the impact of each implementation factors on the goal of improving the trade competitiveness. Finally, based on the analysis conclusion on situation presentation, element allocation comparison and optimization model results, the paper puts forward the proposals on the allocation and optimization of standardization strategy elements of China’s high-tech industry in open economy.
