After reform and opening-up policy was carried out, Hunan province's economy developed rapidly, the GDP growth rate was up to 14.6% in 2010.However be affected by the deteriorating domestic and international economic situation after 2008, the growth rate is declining, Hunan economiy entered the "new normal". The economic development in new normal needs not only reasonable growth rate, but also high quality of the growth, which requires compute and analyse the total factor productivity (TFP), the progress of technology for economic growth. In 2015 the government of Hunan province put forward the idea of steadying industry first for steadying the economic growth, and the five year plan of manufacturing strong province was carried out. The industrial development is crucial to make Hunan economy develop in the high quality and sustainable, so the research of industrial total factor productivity is very necessary, it can provide data support and theoretical basis for Hunan industrial development policy setting.The article unified adjust the statistical caliber and industry classification of industrial subdivision industry data of Hunan province during the period of study, and overcome problem that the data caliber inconsistency lead to can't reasonable comparison in the past research. In order to ensure the accuracy of the data, we analyze the quality of the original datas, compare the data before and after the adjustment. Through the statistical analysis of input and output data, found that technology-intensive industry have been replaced capital-intensive industries became the most important part of Hunan industrial system. And according to the results of economic indicators analysis, labor productivity was increasing, after 2006 capital productivity started to decline, the middle input was falling, capital labor ratio was rising, all these implied the objective industrialization process that the industries converted from labor-intensive to capital or technology intensive.Based on the data, the article used the capital, labors and intermediate input these three inputs and the growth accounting method, data envelopment analysis to estimate the TFP growth rate of Hunan province 35 industrial subdivision industries in 1993-2012. Firstly, compared the results of the two method found that the most of TFP growth rate are similar while the numerical value is different, TFP growth rate calculated by data envelopment analysis method is generally higher. Secondly, the results of the Malmquist index decomposition show that the main motivation of each industry TFP growth in Hunan province is technological advances, and pure technical efficiency and scale efficiency hinder productivity improvements, but effect of the pure technical efficiency and scale efficiency on productivity promotion became more positive over time. Thirdly, analyzed the source of economic growth in a wide range of industries, found the intermediate input is the main impetus to drive industry economic growth, then the capital, technology and labors. It implies that Hunan industry growth is still depending more on inputs, the effect of technological progress is not obvious. Then, using the Domar weighting to calculate different industries' contribution to Hunan province industrial TFP growth, the results support that the technology level of Hunan province industries have been raised, and the special equipment manufacturing, tobacco products, the common equipment manufacturing and auto manufacturing industries contributed most to the whole industrial TFP growth, which are mainly technology intensive industries. Finally, analyzing TFP heterogeneity from the perspective of industry and time, taking convergence inspection of the TFP changing trend, and find that there is no absolute convergence between industry, but there are significant conditional convergence.
