With the acceleration of economic globalization and information technology, the world regard the development of strategic emerging industry as the strategic breakthrough to promote the industrial technology innovation, adjust the structure, improve the model of economic development and achieve the sustainable economic development. Strategic emerging industries represents the direction of technology and future industrial development. It is an important driver of the 21st century's socio-economic development. The development of strategic emerging industries play an important role in enhancing our core competitiveness in the international market, improving the level of the whole industry and generating new economic growth points.Practical experience of developed countries show that industrial policy is essential to guide the development of strategic emerging industries healthily and orderly. The world regard the industrial policy as the primary means of initiative to control the industry and economic development. Currently, there is little research about how to develop industrial policy based on the law of development and characteristics of Chinese strategic emerging industries. There is even rarer report on the research of changing industrial policy which aim at the characteristics industrial technology life cycle and demand of graphene.In this thesis, we use the research method like literature induction, theoretical analysis, empirical analysis and comparative analysis, etc.to have a deep analysis about the industrial policy changes of graphene from both theoretical and practical aspects, summarized as follows: Firstly,review the existing theories and research findings. Summarize, sort out and analyze from the current status of graphene industrial development, changes of industrial policy and the relationship between the technology life cycle and industrial policy, etc., to learn the useful research ideas and methods, as well as summarize the existing problems.Secondly,establish the theoretical model. Conduct the theoretical analysis according to the needs of policy tools at all stages of the industrial technology life cycle to come up with the due policy objectives and policy tools at all stages of the technology life cycle.Thirdly,conduct the empirical analysis. By summing the graphene industrial policy development of the United States, the European Union and member states, Japan and South Korea and other countries, we analyze the industrial policy tools' options and policy objectives of its technology life cycle at different stages with the reference to the theoretical model.Then,conduct the comparative analysis. By reviewing the development of Chinese graphene industrial policy, we analysis the characteristics of in each graphene industry technology life cycles. According to the theoretical models and the development experience of graphene industry policy from developed countries, we find out our problems and make policy recommendations.
