Research On The Collaborative Innovation Mechanism Of The Government-Industry-University-Research-Society System

Along with the proposing of the "2011 program" and the''China 2025", Innovation has been highlighted to the strategic level of our nation. And with the rapid growth of Science&Technology, it gradually becomes the engine of society and economic. In this context, it takes a grate significance that promoting the collaboration of the Government-Industry-University-Research-Society System, which will not only encourage the establishment of the new mechanism, but also will put forward our economic into the orbit of innovation-driven and endogenous growth.Comparing with the traditional Industry-University-Research cooperation, the collaboration of the Government-Industry-University-Research-Society System advocated by the "2011 program" appears the differences and the connections. If we call the traditional Industry-University-Research cooperation as the point, so the "2011 program" should be called the surface. The collaboration of the Government-Industry-University-Research-Society System in the "2011 program" shows its features:the collaboration which in the frontiers of science is oriented on natural science;the collaboration which in the frontiers of industry is oriented on engineering technology;the collaboration which in the frontiers of regional development is oriented on the government; and the collaboration which in the frontiers of the cultural heritage is oriented on the philosophy and social science.Review the past few years, we have obtained great achievements since the implement of the "2011 program". However, there are theoretical difficulty and dilemma in reality for the collaboration of the Government-Industry-University-Research-Society System. The author uses the Literature Research and the comparative analysis, and based on the triple helix model, raises the non-profit organization as the fifth subject besides the government, the industry, the university and the research institutions. Focusing on the five main bodies, the author tries to establish the collaborative mechanism in the new Era, which including the government-oriented mechanism of dynamic and indemnification, the market demand-oriented mechanism of the project selection, the university-oriented mechanism of talent development, the multi involvement oriented mechanism of evaluation and supervising, and the operating mechanism with effective coordination. With these to provide the theoretical support of the fulfill of the collaborative mechanism.
