The Research On The Application Of PPP Mode In Luancheng Water System Project

The PPP model is the acronym for the Public Private Partnership,which is usually translated as “public-private partnership”,It refers to the construction of certain infrastructure projects between government departments and private organizations,in order to provide some public products or services to the society,it based on the concession agreement between the two parties,the government department and the private organization have formed a cooperative relationship with each other.This cooperation relationship is signed by both parties to clarify the rights and obligations.In order to complete the cooperation successfully and enable the parties involved in the cooperation to achieve better results than acting alone.As an old-fashioned garden enterprise with many years of history,Oriental Garden Company has the national garden construction special qualification,but because it is at the bottom of the industrial chain,its corporate profits are too low,which is the country's active advocacy to reduce excess capacity and guide enterprises to transform and upgrade.In the good times,the company also actively promoted the transformation and upgrading of the country's industrial policy,from the original simple garden design and construction to investment,design,construction and other industrial chain,thereby enhancing the company's profit growth point,and thus increasing corporate value.In this paper,combined with the implementation of PPP mode in the water ecological management project of Luancheng District,Hebei Province,it analyzes the characteristics and specific practices of applying PPP mode on the project,and further analyzes the possible problems of the introduction of PPP mode in Luancheng project and tries to Put forward some suggestions,and hope to promote the PPP model to be better applied in the middle and later stages of the project and avoid some possible risks to create better economic benefits and social benefits.At the same time,I hope that the writing and research of this paper can bring some reference and guiding significance to the application of PPP model in other similar environmental protection public infrastructure construction projects.
