Research Of Land Space Comprehensive Zoning And Optimal Exploitation At The Shanglin County Level Base On Multiple-planning Intergration

Along with the rapid development of social economy and the growing of population, the competition between the various elements of the national spatial is gradually enhanced, have become increasingly prominent contradictions, problems of land space order and spatial structure imbalance intensified. Under the background of the construction of ecological civilization, national spatial planning has become an effective way to coordinate the relationship between the various elements of the theme and to solve these contradictions. The land spatial zoning is the main content of land space plan, and the traditional single subject elements or single sector partition has been unable to meet the new demands of the current development situation. Therefore, in order to promote land space orderly development and utilization, it is necessary to carry out comprehensive division of land space, so that various departments to develop appropriate strategies to achieve the orderly management of land space.This paper on the basic concept of comprehensive combing land space partition based, combined with tertiary classification system and "multiple plans integration" concept designs the, comprehensive index system of regionalization, using the improved TOPSIS method, weighted composite index method, natural breaks method, system clustering method and advantages of the power to choose method of Shanglin county land space for evaluation and zoning, according to the partition results and current situation of the development, to put forward optimization development pattern of Shanglin county land spatial pattern. The main conclusions are as follows:(l)From the perspective of "Sansheng" established a hierarchical classification system of land spatial zoning, introducing "multiple plans integration" concept, According to the principle of regional differences and zoning index consistency, integration and choose all kinds of planning plays the leading role of factors, elements of the land space of social, economic and ecological environment by means of index to land space functional expression. On the basis of constructing the comprehensive zoning index system of land and space, covers the main content of the social economic ecological system.(2)Above the forest county each villages and towns as the evaluation unit, using improved TOPSIS method and weighted composite index method of each assessment unit were launched on agricultural production function, industrial function, function of service industry development, living service function and ecological regulation function evaluation. From the two methods of evaluation results can be seen, the evaluation of both value smaller differences, the result is more accurate, and that two evaluation methods were applied in this study is more scientific and reasonable.(3)In the ArcGIS and SPSS software, using natural discontinuous point method, system clustering method and the dominance function selection method of secondary function partition of Shanglin county land space, obtained by the industrial production, service industry development and human settlement services area, agricultural production and living service area, service industry development and ecological service function, ecological function district four secondary function areas, as well as the central production ecological zone, northeast ecological zone and the south central living area three level functional areas.(4)According to Shanglin county comprehensive national spatial partitioning results, combined with the Shanglin county land development status,Shanglin County, suitable for building on the core area of central development as the center, northeast ecology conservation area and Southern agricultural production area comprehensive sustainable development of one axis, three district land space optimization development pattern.
