Research And Application Of Land Use Control Zoning At County Level Under "Multiple Planning Integration"

In order to ensure the sustainable socio-economic development and the rational use of land resources,the formulation and implementation of land use control system is indispensable.The land use control under "multiple planning integration" has become an important strategies for the objective regulation of land resources,especially in the macro level of unified management of natural resources in the new era.In view of the prominent strategic position of the county-level planning in the land resource utilization planning system,developing the county land use control system by applying the "multiple planning integration" is an important and fundamental subject to meet the requirements of the new era and to strengthen the management of land resources..On the basis of the domestic and foreign land use control zoning as well as the current control system of various kinds of planning,this paper puts forward the guiding ideology and basic principles of the county land use control zoning and three classes of land use control system at county level by implementing the "multiple planning integration".The first class is divided into three types: urban space,agricultural space and ecological space.The urban space is divided into three secondary districts: the urban construction district,the independent industrial and mining district,the infrastructure and other construction district;the agricultural space is divided into three secondary districts: the permanent basic farmland district,the general agricultural production district,the rural living district;the ecological space is divided into two secondary districts: the key ecological protection district and the general ecological protection district.The division of the third class is open,and 23 districts are proposed,but can be combined or increased depending on the characteristics of land use in different regions.Furthermore,the zoning system is applied to the land use control zone of Guixi City,and the land use characteristics of Guixi City are analyzed by applying the Arcgis analysis tool on the basis of dividing three first and eight secondary class districts.It is divided into 23 third-class districts with certain differences,and the corresponding land use control regulations have been established.The research indicates that:(1)The current land use control system in China is difficult to link up with "multiple planning integration",due to a few drawbacks.The current land use control system is difficult to reflect the relationship with the "multiple planning".The related theoretical researches and legal systems are not perfect,leading to not in line with new situation and the development of society.Therefore,in order to adapt to the new challenges of land use control zoning,it is necessary to break the framework of traditional land use control zoning,and put forward new zoning methods and regulations for land use control.(2)Through the studies of the practice of land use control zoning of other countries,we can generate ideas that: first,land use control should give prominenceto the protection of cultivated land and ecological environment;second,the public interest should be considered as priority and the foothold in developing land use control zoning;third,the land use control system steers land saving and intensification;fourth,a sound legal system is the fundamental guarantee for land use control.(3)With "multiple planning integration",the third level zoning structure should be adopted in the land use control zoning at county level.The first level zoning,as a guidance,is divided into urban space,agricultural space and ecological space;compared to the original land use zoning,the second level zoning divides eight divisions and thus and is better integrated with "multiple planning regulation",which plays the role of scale and control range;the third level zoning should be divided depending on the varied land use status and regional characteristics with the suggestion of twenty-three divisions,adequately reflecting the specific and operable demand for land use control at the county level and building a more complete and effective control system.
