After three decades of rapid development, China's rural areas has undergone enormous changes, the level of agricultural production and the income of farmers received has been greatly improved. Take Suqian for example, the farmers'income in 1978 soared to 44 Yuan per capita in 2015 of 12,772 Yuan, and labor income replaced farming as the most important source of income.However, there are still a series of problems and worries behind the rapid growth of farmers' income. Firstly, irrigation and water conservancy facilities aging, low level of mechanization, and low level of agricultural science and technology in agricultural production leading to low efficiency. Secondly, although the household contract responsibility system had released the productive forces in rural areas over a period of time, but. also led to a lower degree of organization of agricultural production, low investment levels, higher production and distribution costs. Thirdly, the low level of urbanization, lower educational level of farmers, public policy and other issues also affect the further increase farmers' income levels. In order to consolidate the fundamental role of agriculture and increase farmers' income levels, countries are actively exploring around the practice, where US agricultural subsidies and legislation, Japan's agricultural modernization, Suzhou's urban-rural integration, "Internet+ agriculture" is more typical sense, it is worth further studying and learning. Through literature study, typical case research, comprehensive analysis etc. This paper presents a series of recommendations on how to improve the income of fanners, including rural reform, the development of industrial economy, urbanization, the development of modern agriculture.
