Agriculture industry is the foundation of national economy.Since 2004,the topic of “agriculture,countryside,farmer” has been the focus of Central Committee's NO.1 document.This year's document emphasized the promotion of transgenic technology under secured circumstances and the nurture of professional farmers.In the year 2015,The party's the fifth Plenary Session of the 18 th CPC Central Committee has passed CPC Central Committee's suggestion on the formulation of the 13 th five-year planning on national economy and social development in which it suggests the development of agricultural quality,efficiency and competitive power as well as the improvement and perfection of the promoting and innovating system of modern agricultural technology.It is clear that,it's been an important issue to promote the agricultural scientific technology and professional knowledge.As the foundation and perfection of socialist's market economic system,the promoting system of agricultural technology has reached a long-term development.However,the agricultural operating activities relaying on the household contract responsibility system is too scattered to build any effective connection with modern technology.The agricultural technical intermediary organization is working as a bridge connecting the farmers,the market and the modern technology in which it supplies the relative technology and services for the whole procedure before,during and after the agricultural production.It is obvious that to promote the sustainable and healthy development of agricultural technical intermediary organization has been an urgent need of mordern agricultural development in our country.
