As the largest energy producer and consumer in the world, China is also one of the most polluted countries in the world. How to balance the environmental protection and energy conservation in the economic growth is one of the urgent problems that need to be solved urgently in our country. At present, China's economic development has entered the late stage of industrialization, the traditional and backward "high input, high consumption, high pollution" economic growth mode has been the pressure of public opinion at home and abroad. From controlling the energy intensity is converted to to control carbon dioxide emissions intensity for the policy changes of the target is our country in energy-saving emission reduction, exploration on the way to the development of low carbon economy qualitative change, which is also visible in our country, the problem of pollution emissions attention. Based on this, this paper intends to in-depth study of energy prices through energy saving and factor substitution in two ways, the impact on pollution emissions, in order for our country achieve energy saving and emission reduction, the selection of green economic growth pattern to provide theoretical support and decision-making basis.This paper summarizes the domestic and foreign scholars on energy prices and pollution emissions of the relevant literature review, and then detailed introduction of our country on energy prices, energy consumption, elements of alternative and pollution emissions of the status quo. Then, the error correction model, selects the time series data of 1952-2010 impact on energy consumption factors to verify the obtained energy prices is an important factor affecting the energy consumption; and then take the translog cost model of energy price and production factors related to do empirical research; then, the energy model and extension the emission model based on translog cost model, the final prices of energy and pollution emissions of the flexibility to do empirical analysis; finally, based on the test results, how China through energy price adjustment of energy consumption and factor substitution, and puts forward some countermeasures and suggestions to reduce pollution emissions, the main conclusions are as follows:(1)energy prices can be adjusted by two ways: energy conservation and factor substitution. First, energy prices is important influencing factors of energy consumption, and the influence is more and more big; secondly, energy and non energy inputs has substitution effect and changes in energy prices can produce energy factor substitution effect.(2)the more coal and less oil gas depleted energy resources determines the pollution of large coal elasticity is greater than other fuels, so in the process of energy-saving emission reduction, first of all should develop clean energy, limit non clean energy. For the input factors, it can be found that human and capital can be substituted for energy, so it is feasible to reduce the energy consumption.(3)to correctly handle the energy, economy and environment, the relationship between the key lies in the way of environmental protection and economic development, to promote China's green GDP growth countermeasures and suggestions include: optimize economic structure, promote industrial upgrading; to improve energy efficiency, promote clean energy; adhere to technological innovation, realize the energy saving and emission reduction; to improve environmental standards, perfecting the legal system; emphasizing the market mechanism, to encourage low carbon finance and other.
