Petrochina kunlun GAS CO., LTD of Qinhuangdao is a wholly owned subsidiary of the oil companies, with three lines of urban gas pipelines, five pressure regulating stations set up in 10 years, after the reorganization renamed the capital increase, with the extension of its business the number of employees increased year by year, the official existing employees more than 110 people. In the company more than 10 years of development, with post paid differently, bloated and other issues become increasingly prominent, the presence of problems in the performance appraisal system, there are ideas and ways of thinking cured, there are gaps and defects in the system itself, there is a system to perform lack of strength, but also the direction of uncertainty, not strategic planning systems. Existing performance appraisal system has been unable to meet the needs of the company to sustainable development, to establish a scientific and reasonable performance evaluation system, worth exploring.In this paper, Firstly, to performance evaluation of basic theory as a basis, starting from the basic situation of Qinhuangdao Petro China Kunlun Gas Company, the current sector companies use and employee performance evaluation forms were introduced; by the method of survey of employees conducted random checks, find out of the current situation and the company's performance appraisal problems. Next, Qinhuangdao Petro China Kunlun Gas Company Performance Problems analyzes the reasons, to lay the foundation for the design of performance appraisal. Then, based on performance appraisal objectives and key principles in accordance with the job analysis, refining assessment elements, design elements logo design assessment scale, effectiveness and Appraisal assignment test indicators, revision and improvement of seven steps scientifically optimized set Qinhuangdao Petro China Kunlun gas company's performance appraisal system, including the "general staff of 360 degree performance evaluation form," "middle management 360-degree performance evaluation," and "senior management 360-degree performance evaluation form" and "sector performance appraisal form" and so on; at the same time,step Qinhuangdao Petro China Kunlun gas company performance appraisal system implemented grievance mechanisms were introduced.Finally,the four organizational securities,system security,cultural security,technical support and other proposed Qinhuangdao Petro China Kunlun Gas Company's performance appraisal system assurance measures.
