Research On Socio-economic Benefits Evaluation Of Civil Aviation Airport

Civil aviation airport is Usually considered as ordinary business in China, more attention is given to its profitability and economic benefits, but neglect its radiation effects on regional development as public infrastructure. In addition, it is not perfect of theory, index system and method to evaluate civil airport. So its impacts on regional economy and society is not too significant. Because lack of objective and accurate basis for decision, government's actively guide is clearly insufficient. Therefore, it has become an important subject that study the theories and methods to evaluate socio-economic benefits of civil aviation airport for national civil aviation airport construction and development.Based on both relevant literature and examples of civil airport evaluation in some developed countries, this paper analysis civil aviation airport characteristic, location and formation mechanism of its socio-economic benefits, and Establishes evaluation index system of socio-economic benefits. What's more, it employs input-output method and AHP-fuzzy comprehensive evaluation method to analyze evaluation theory and method of civil aviation airport socio-economic benefits. Major analysises in this dissertation are as follows: (1)Use the Industry Cluster Theory and the Transport Economics Theory as tools to analyze civil aviation airport socio-economic benefits and its formation mechanism; (2) Based on both relevant literature and experience of civil airport evaluation in some developed countries, propose the analysis framework of this dissertation; (3) To highlight the air transport sector, adjust Tianjin input-output tables 2002,2005 and 2007, evaluate socio-economic impacts of Tianjin airport transport industry and socio-economic benefits of Tianjin airport by Input-output model; (4) According to factors affecting civil aviation airport socio-economic benefits and objectives of evaluation body, and combining input-output analysis concludes, establish evaluation index system of socio-economic benefits for Chinese major airport; (5) Use AHP-fuzzy comprehensive evaluation method to analyze socio-economic benefits of Tianjin airport, and propose some specific improvement suggestions based on evaluation process and result. It is still in exploratory phase that socio-economic benefits evaluation of civil aviation airport, especially non-economic evaluation. The purpose of this paper is to offer ideas in setting up Chinese evaluation rules about socio-economic benefits of civil aviation airport, do some help in constructing and developing Chinese civil aviation airport, and make it play a greater role for economic and social development.
