Strategic management of enterprises and institutions is the key and important for their developments. There are some similarity and deference in the development strategies for the enterprises and institutions. This paper mainly discusses the development strategy of one type of the Universities of Applied Science(UAS), founded in China during past ten years with the development of social economic and mass higher education, most of which are originated from higher vocational colleges. There is no successful model for every UAS due to only less 15-years history. So it is necessary to study the development strategy for such kind of university of applied sciences.Firstly, the brief history of the UAS has been summaried, especially in China. The situation and problem for Chinese UAS have been pointed out and the key is lack of development strategy. Secondly, the method given by the theory of strategy for university of applied science has been given. These UAS should be repositioned exactly to compete with other universities by dislocation, which contains many fields: serving society, talent training, researching the area and etc.. By the derangement, the UAS can gain its own position in the higher education area to orient its features during the global competition intensely.As a example of UAS in Shanghai, the Shanghai Institute of Technology(SIT) has been analyzed: situation analysis, problems existed, outside environment, foundation for development. By the theory of overall strategic and mal-position competes, the strategic planning has been proposed for SIT from 2010-2020. The strategy implement to reach the goal of overall strategic planning has been given too. According to the overall strategic planning, the three featured strategic plans have been analyzed: Strategy of Industry-Academy-Research, Faculty development strategy, Talent training strategy. Industry-Academy-Research for UAS is different from Chinese research universities in serving society: smallmiddle cities and enterprises. From such kind of Industry-AcademyResearch, the SIT find its position, by which SIT made contribution for development of economic in the small cities and enterprises and found the platform for training applied talents. The human resource strategy for SIT or UAS is different from research universities too for the UAS's faculty has three abilities: teaching, researching and engineering. Also, the faculty should be globalized, which leading to the faculty should be experienced overseas or in enterprises for more than one year. The last one is strategy of technical undergraduate, which is different from higher vocational teaching and academic undergraduate. The principle for technical undergraduate given by SIT is “A solid foundation, broad extension, strong ability, attention to the application”, which focus on personal lifetime development by general education and quality education, employment ability by major education through strategic alliance between UAS and enterprises. The system of Chinese Universities of applied sciences should be established by the special strategy for UAS.At last, some relevant suggestions are given: the strategy for UAS should be according to the local area, the local economic, the history of UAS by the reality and future development; the strategy carry should be in a persistent way like a game of chess. On the other hand, the development of UAS in China needs much more financial support and government's perfection of regulation.
