| Under the background of comprehensively deepen reform and the improvement of modern market system, the industrial structure is upgrading, the role of market is becoming more and more important, so is technology market. The High-tech Industry of China develops rapidly. An active technology market could maximize the value of technological achievements to get fictitious value.This thesis takes efficiency measure as a starting point, use DEA and Malmquist TFP to measure the efficiency of the High-tech Industry of China and the change of it. The main research work and conclusions include the following aspects:(1)Use BCC model to measure the technical efficiency from CRS DEA(crste)、technical efficiency from VRS DEA(vrste)and scale efficiency(scale), it shows that the waste of input factors is the problem of High-tech Industry of China, the main reason is that many local governments promote the development of High-tech Industry blindly. The expansion of scale brings the decrease of efficiency. Some provinces get the same output of technological achievements as developed provinces while use more input, but they also have problem to covert these technological achievements to economic profit, so we have to concentrate on both stages: R&D stage and market transformation stage. The difference among different provinces is very big; the most important task of Northwest Area and Southwest Area is still to Expand the scale of High-tech Industry.(2)While take the fictitious property of technological achievements into consideration, the High-tech Industry efficiency of Liaoning、Hainan and Fujian become lower, this is because the technology market of these provinces is not active, a inactive technology market can’t help technological achievements convert to productive forces efficiently, the situation of Gansu is opposite because it has an active technology market. The High-tech Industry efficiency of most provinces has nothing to do with technology market, which is because the activity of technology market of a province often can reflect the High-tech Industry efficiency of it.(3)Only the TFP of Jiangsu and Shanghai increase between 2009-2013 and the High-tech Industry of these two provinces are the most developed of China, the TFP of most provinces decrease in this time, which is because the High-tech Industry of China is still at the stage of Growth, excess resources bring low efficiency. |
