With the development of science and technology change rapidly, the development of high-tech industry has become the key factor to enhance the comprehensive national strength and international competitiveness, and it’s contribution to economic growth has become increasingly prominent. However, although the contribution of technological innovation to economic growth has been paid more attention by the people in recent years, but the important role played by the technical efficiency in economic growth hasn’t been paid enough attention by them. In fact, the blind pursuit of technology innovation is not a wise choice in the background of ineffective use of existing technology. The central region is the important base of grain production, energy and raw materials, modern equipment manufacturing and high-tech industry, the development speed and quality of the central region have an important influence on the development of the national economy. Therefore, based on technical efficiency to study the frontier efficiency of high-tech industry development in the central region has important practical significance for enhancing the overall level of development of high-tech industry to drive economic development in the way of sustained, rapid and healthy in the central region, and finally realizes the overall rising of the central region.According to the reality of the development of high-tech industry in the central region, this paper uses the relevant theories of frontier efficiency to analyze the frontier efficiency level and the factors of the development of high-tech industry in the central region from two aspects of industry and area, and proposed some policy recommendations to speed up the development of high-tech industry in the central region. The thesis consists of four parts as follows:Firstly, the high-tech industry and the frontier efficiency theories are summarized. This paper expounds the connotation of high-tech, high-tech industry, efficiency and technical efficiency; annotates the mechanism of the theory of total factor productivity and technical efficiency to promote the development of high-tech industry; comparatively analyzes the parametric and non parametric methods of efficiency measurement.Secondly, the static and dynamic evaluation of frontier efficiency on the development of high-tech industry in the central region are made. Static analysis has been made by using the SFA method on the frontier efficiency level of the development of high-tech industry in the central region, founds that there is effect of diminishing returns to scale on the development of high-tech industry in the central area in the perspective of industry, and there is effect of increasing returns to scale in the perspective of area from2002to2011. The development of high-tech industry in the central region has obvious technical inefficiency, and the technical efficiency showed obvious convergence from2002to2011.Using Malmquist productivity index based on the Super-SBM-efficiency model (Super-SBM-Malmquist) method to investigate the dynamic evolution of the frontier efficiency on the development of high-tech industry in central region, founds that TFP growth of high-tech industry was mainly caused by the progress of technical efficiency, and decline in TFP is attributed to the technology recession.Thirdly, the environmental factors that affect the frontier efficiency of high-tech industry in the central region are analyzed. The main influence factors of technical efficiency of high-tech industry is evaluated by using the one-step estimation method of SFA, and founds that the technology transfer has incentive effect on the improvement of technical efficiency, but industry outward degree has a negative effect on it. While the effect of the two factors of human capital level and R&D intensity under the two direction of sectors and regions on technical efficiency is not consistent, but these two kinds of environment variables are the main factors causing technical inefficiency.Finally, the main conclusions of the research are summarized. Combined with the theory of frontier efficiency and based on the theory of empirical analysis summarize the main conclusions of this study. Besides, some policy recommendations to accelerate the development of high-tech industry in central region have been put forward.
