With the deepening of the theoretical research of enterprise management and the successful application of enterprise culture theory in many companies, enterprise culture is increasingly accepted by enterprise managers, experts and scholars because of its powerful incentive, specific guiding function and invisible radiation recognition value. As a state exclusively funded enterprise, HC Company has deep cultural background. However, there exists many problems to be reckoned with. Furthermore, how to inherit and develop enterprise culture and continuously enhance the core competition becomes an important project HC Company has to face and solve when there are changes in external condition, such as new economic normalcy, the coordinated development of Beijing, Tianjin and Hebei, and industrial transformation and upgrading, and internal circumstance, such as enlarged scale, widened marketing and personnel transferring.This article analyzes the current situation and problems(low enterprise culture identity of employees, decrease in the stimulation of incentives, obvious subcultural separation tendency and the lack of enterprise culture establishment etc.) existed in the enterprise culture establishment by the combination of history and reality survey, literature and field investigation, and questionnaire and individual interview. To solve these problems, enterprise culture establishment should set its goals, grasp the key content, make implementation plan, perfect the assessment mechanism and improve the security system, which are valuable for the enhancement of the enterprise culture of HC Company.
